Apex Systems is seeking a highly experienced Proposal Manager to immediately plug in and support federal and commercial proposal efforts. This is a hands-on, strategic role requiring someone who can operate independently, contribute at a senior level, and quickly integrate into a fast-paced, high-visibility environment.

This resource will support Proposal Management, Strategy, and Writing across multiple business units, with a strong emphasis on federal government responses.

We are looking for someone who can:
* Strong working knowledge of AI-enabled content development tools
* Bachelor’s degree required
* Lead and support end-to-end proposal development efforts (federal and commercial)
* Drive strategic discussions with internal stakeholders to shape win themes and response approach
* Ensure technically accurate, concise, and compelling proposal writing
* Apply strong judgment in content selection, data usage, and positioning
* Maintain strict adherence to brand voice and style guidelines
* Support federal RFP/RFQ/RFI responses with a strong understanding of compliance requirements
* Partner with internal and external proposal teams to align on structure, strategy, and timelines
* Proactively gather, refine, and position past performance narratives
* Respond to internal data calls and coordinate inputs from cross-functional teams
* Contribute to development and maintenance of a centralized proposal knowledge base (Apex Systems & Creative Circle content)
* Identify gaps in reusable materials and create new content to strengthen future responses
* Extract and synthesize relevant past performance information from limited or disparate reporting sources
* Bachelor’s Degree OR equivalent combination of education, experience, and skills
* Strong knowledge of government contracting and federal proposal processes
* Demonstrated experience supporting federal bids (3+ years)
* 5+ years of B2B proposal writing and management experience
* Experience with in Technology, Innovation, Staffing, Marketing, or Creative services environments
* Ability to translate complex technical solutions into clear, compelling language for diverse audiences
* Strong strategic thinking and executive-level writing skills
* Process-oriented, solutions-driven mindset
* Comfortable working autonomously in a fast-moving environment
* Strong proficiency with Microsoft Word, Excel, and Power Point
* Experience with Responsive (RFPIO) or similar proposal tools preferred
* Strong working knowledge of AI-enabled content development tools
* Bachelor’s degree required
