Job Overview
Property Management Specialist within the Office of Budget and Finance. 34‑hour work week. Non‑merit position that supports capital construction projects for County buildings, with a primary focus on furnishings, fixtures and equipment (FFE).
ResponsibilitiesPrimary Duties
- Manage office furniture design, purchases and installation.
- Coordinate office relocations and small renovations.
- Read and review architectural drawings for furniture needs.
- Collaborate with County’s surplus team to source used furniture.
- List and manage furniture items for auction through Gov Deals.
Design / Selection
- Oversee furniture selection during design with architects and customers.
- Ensure all furniture requirements are captured on architectural drawings.
Purchase
- Guide customers in choosing County standard furniture.
- Supervise color and fabric selections.
- Keep purchases within budget.
- Review vendor drawings and proposals; suggest corrections.
Delivery / Installation
- Coordinate delivery schedules and manage delivery day.
- Troubleshoot issues and resolve them with vendors.
Invoicing
- Verify invoice accuracy.
- Schedule pre‑proposal site visits with moving vendors.
- Request and review vendor proposals for moving services.
- Coordinate relocation dates and supervise move day.
- Approve and pay invoices.
Additional Duties
- Plan, coordinate, and manage capital projects and contractors.
- Administer construction contracts, budgets, and schedules.
- Coordinate tasks across departments and agencies.
- Use MSProject, GIS, and CAD for project management.
- Arrange and conduct meetings with consultants and the public.
- Perform field inspections and maintain records of work and hours.
- Manage capital budgets, contract delivery methods, and ensure compliance with County standards.
- Oversee space utilization and office relocations.
- High school diploma or equivalent.
- At least 6 years of experience in sub‑professional engineering, construction, construction inspection, or a closely related field.
- Experience may be substituted at a one‑to‑one ratio up to a maximum of four additional years.
- Valid driver’s license equivalent to a non‑commercial Class C Maryland driver’s license.
- Proof of required licenses, certificates, and education beyond high school must be submitted with the application.
- International degree holders must provide World Education Services equivalency documentation.
The role is predominantly sedentary with occasional walking, standing, ladder climbing, and site travel. Teleworking is not permitted.
Background InvestigationAll candidates must pass employment background investigations, including criminal history, education verification, and fingerprinting checks.
