This posting will be used to fill a Full Time, Permanent,
Senior Engineer position in the Facilities Engineering Section of the Bureau of Engineering in the Department of Public Works.
This is a project management position responsible for managing consultants and contractors and maintaining compliance to quality, schedules, and budgets of assigned capital improvement projects for various User Agencies including:
Recreation and Parks;
Libraries; and Central Services;
Police; and Fire, with the focus on projects for Recreation and Parks.
Manage the design of assigned, often complex, capital projects to assure a quality product on schedule and within budget. Provides for the timely procurement of required A/E services. Develops schedule in keeping with established priorities. Routinely monitors A/E schedule maintenance and quality of product. Maintains effective communication with the project team. Monitors design progress to ensure maintenance of the established budget.
Reviews and provides critique of A/E self-evaluations.
Manage the construction of assigned capital projects, including complex projects, to assure a quality product on schedule and within budget. Ensures that construction documents are complete and in the required detail to provide the desired finished product. Provides for the timely procurement of CM services and establishes appropriate expectations for CM performance to ensure quality, cost, and schedule controls. Provide sufficient field presence to ensure that established expectations are being met.
Reviews and provides critique of A/E self-evaluations.
Prepare capital budget for assigned projects in accordance with established schedules and guidelines. Provide accurate construction cost estimates for new project requests and at established milestones. Determine total project cost and probable funding sources. Allocate funding request based on realistic schedule projection. Provide sufficient back-up material to fully support requests.
Provide thorough and timely information through established reporting procedures and as required to convey project status, schedule, problems, and action plans. Maintain accurate and current information in our project management database – e-builder. Provide documentation for any significant changes in cost, schedule, or quality in projects. Provide information and recommend a course of action on potential impacts to the supervisory chain in time that direction for corrective action can be provided.
Makes quality written or oral presentations of project status to higher management as required.
Provide Technical Engineering assistance as required within the area of expertise to supervisors, other project managers, and other County agencies. Review and comment with a timely response to the request for input. Serve on ad-hoc technical review committees and provide well thought out recommendations.
Assist the Engineer Manager in maintaining effective development of and revision to working administrative and technical documents and in new product evaluation. Assume responsibility to act as the Engineer Manager during absences. Review and suggest improvements that will provide more efficient and higher-quality work products, such as policies and procedures and operating manuals. Provide suggestions for improvements in engineering standards for the Design Manual and Standard Specifications, and Details.
