Join Us in Making a Difference at DJS! The Director of Nursing (DON) is responsible for developing, planning, and implementing an integrated program of nursing service for the Department of Juvenile Services. The DON oversees and directs 24/7 nursing operations at eight DJS residential facilities and the DJS shelter, supervising Nurse Managers and RN Supervisors and ensuring compliance with regulatory, community, accreditation standards, and security protocols.

Schedule

Day shift with potential for telework up to 2 days per week.
Incumbent subject to call-in and comp time based on nursing coverage.
Shift may be adjusted to meet needs of DJS facilities and statewide initiatives, training, coverage, etc.

Responsibilities
  • Policy and Procedure
    Designs, develops, implements, and evaluates nursing practice philosophy, objectives, standards, and policies; reviews and modifies nursing protocols; coordinates nursing services with multidisciplinary teams across DJS.
  • Quality Assurance and Patient Care
    Ensures high-quality nursing and somatic health care through continuous quality improvement, statistical reporting, education, training, and orientation of staff; conducts weekly special needs meetings; develops treatment plans, discharge aftercare, and special health care services for youth with special needs; investigates critical incidents and implements corrective action plans; conducts periodic facility visits to assess operations; ensures adequate space, supplies, equipment, and medication inventory;

    assists in ordering supplies and equipment.
  • Human Resources, Staffing, and Procurement
    Oversees hiring, interviewing, selection, placement, promotion, discipline, counseling, and evaluation of nursing personnel; holds monthly Nursing Supervisors Meetings and weekly meetings with Regional Nurse Managers; serves as contract monitor for supplemental nursing contracts; oversees the Certified Medication Technician program and related training.
  • Other Duties
    Attends conferences, continuing education, and meetings with state agencies, stakeholders, and professional organizations; completes special projects and duties assigned by the DJS Medical Director or Health Administrator.
Minimum Qualifications
  • Master’s degree in Nursing or a health‑related field from an accredited institution.
  • Five years of experience as a Registered Nurse, including at least four years in an administrative, supervisory, consultative, or teaching capacity.
  • Substitution options:

    • Bachelor’s degree in Nursing or health‑related field with two years of administrative experience.

    • Doctorate degree in Nursing with two years of experience.

    • U.S. Armed Forces personnel with rank of Corporal/Petty Officer or higher and nursing specialty codes on a year‑for‑year basis.
Desired/Preferred Qualifications
  • Experience managing nursing services in a multi‑location, 24/7 or multiple shift environment, including staff scheduling and workforce management.
  • Experience in correctional or adolescent residential health settings, or pediatric/adolescent/young adult clinical settings.
  • Experience implementing quality improvement initiatives and monitoring clinical outcomes.
  • Experience training and supervising Certified Medication Technicians as a delegating nurse.
  • Experience writing policy, procedure, and/or nursing protocols.
Licenses, Registrations, and Certifications
  • Current Maryland Registered Nurse license or declared primary multi‑state license.
  • Valid Maryland motor vehicle operator's license if duties require vehicle operation.
