Department: Federal Programs

Supervisor: McKinney-Vento Homeless and Foster Care Liaison

Term of Employment: 12 months (grant funded, review for extension annually)

Salary Classification: Classified Hourly, Level 10

Job Summary

The McKinney‑Vento and Homeless Program Specialist supports the district’s Homeless and Foster Liaison in providing complex administrative assistance to programs and personnel aligned with the McKinney‑Vento Homeless Act. Responsibilities include communicating information to staff, students, and the public; maintaining accurate records; and providing guidance on Title I‑A Homeless Set‑Aside funding.

Essential Functions

Essential duties and responsibilities include, but are not limited to, the following tasks, duties, knowledge, skills, and characteristics. This list is illustrative only and not exhaustive.

  • Prepare, develop, monitor, and maintain an accurate budget workbook for Title I‑A Homeless Set‑Aside funding.
  • Serve as the secondary point of contact for Best Interest Determination meetings for foster students.
  • Understand district of origin and district of residency under ESSA and the McKinney‑Vento Act.
  • Support homeless students and families by completing and submitting internal transportation requests.
  • Coordinate with parents and district employees for transportation pickup/drop times.
  • Greet visitors, answer telephone calls, direct calls, take messages, and provide general information.
  • Receive, datestamp, and distribute mail, packages, bulletins, and flyers.
  • Compile, maintain, update, monitor, track, and research a variety of files, records, and databases.
  • Maintain homeless supply inventory; prepare requisitions and orders for supplies.
  • Coordinate with families, schools, and donor organizations to support clothing and toiletry needs of identified homeless students.
  • Collaborate with District Liaison and Administration staff to improve, problem‑solve, and correct Homeless procedures and incidents.
  • Maintain and update policy and procedural manuals.
  • Prepare agendas, meeting minutes, contracts, and formal documents.
  • Edit and proofread staff‑written reports, documents, or memoranda for grammatical, punctuation, and spelling errors.
  • Perform other duties as assigned or required.
Knowledge and Skills
  • Knowledge of applicable federal, state, county, and city statutes, rules, regulations, ordinances, codes, and PUSD policies and procedures.
  • Knowledge of customer service principles, methods, and techniques.
  • Knowledge of confidential files, records, and database management.
  • Knowledge of general office practices and procedures.
  • Skill in reading, interpreting, understanding, and applying relevant statutes, rules, regulations, ordinances, and codes.
  • Skill in verbal and written communication, business English, grammar, and punctuation.
  • Skill in maintaining office areas and equipment in a clean, professional manner.
  • Skill in utilizing problem‑solving and customer service techniques to direct, inform, or resolve issues for visitors and staff.
  • Skill in establishing and maintaining effective working relationships with co‑workers, vendors, students, parents, and the general public.
  • Skill in operating a personal computer and using a variety of software applications.
Minimum Qualifications

High School Diploma or GED, and two (2) years of relevant receptionist, clerical, customer service, office support, or closely related experience; or any equivalent combination of experience and/or education that demonstrates comparable knowledge, skills, and abilities.

Other Requirements
  • Must hold or obtain an IVP fingerprint clearance card and pass a background check.
  • May be required to work outside normal working hours.
  • May be required to lift and/or carry heavy, bulky supplies, materials, equipment, and other items weighing up to 35 pounds.
  • May be required to obtain and maintain a valid Arizona driver’s license.
