Cost Manager / Quantity Surveyor - Data Center Construction

Turner & Townsend are looking for a Cost Manager / Quantity Surveyor to support the delivery of a large-scale mission-critical data center construction project. This role will provide cost management and commercial support throughout the project lifecycle, partnering with clients, contractors, and project teams to help deliver complex construction programs successfully.

The ideal candidate will be driven, client-focused, and promote Turner & Townsend's purpose and values. Responsibilities include advising clients on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client, attending & chairing bid interviews, and managing appointment process.

Additionally, the role involves managing estimating services for full project by developing project estimates, reviewing estimations prepared by junior team members, presenting estimates to client, presenting value engineering recommendations and risk assessments to client, meeting with vendors to review, validate, and challenge costs, and reviewing estimates by utilizing benchmark data collected from other projects.

Cost reporting, cost control process, managing & monitoring invoicing process, benchmarking performance against other successful commissions, managing all facets of the final accounting process and post-contract audits and account closeouts, holding post-contract reviews with the client to establish a lessons learned document and apply findings to future project delivery, developing procedures governing project handover, and performing all the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software are also part of the role.

SOX control responsibilities may be part of this role and are to be adhered to where applicable.

Qualifications include a Bachelor's degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction field. Minimum 3-5 years of relevant experience in a cost management, quantity surveying, or commercial role within the construction industry is required. Experience supporting medium to large-scale construction projects, preferably within mission-critical, data center, industrial, commercial, or similar complex construction environments is also necessary.

Construction consultancy experience is strongly preferred. RICS accredited or working toward accreditation is valued. Good knowledge of construction industry technical matters, including procurement strategies, value management, estimating, and value engineering is required. Strong communication, analytical, and stakeholder management skills are essential.
