- Identify and analyze new or changed Laws, Rules, and Regulations issued by regulatory authorities
- Assist Internal Counsel in identifying applicable Laws, Rules, and Regulations
- Determine regulatory-change substantiveness and risk tiering using a risk-based impact approach
- Collaborate with Internal Counsel, Line of Business Compliance Officers, and Legal Entity Compliance Officers on end-to-end regulatory change management
- Assign and review initial impact assessments for affected business processes, policies, and strategies
- Review impact assessments and implementation action plans, providing credible challenge and escalating issues as needed
- Support review of implementation plans and validation of closure
- Review and summarize laws, rules, and regulations into clear, concise bundles
- Map obligations, supervisory guidance, publications, and controls to business-specific processes
- Leverage CUBE, Service Now, and other GRC tools
- Escalate risks, issues, and incidents to management or external partners when appropriate
- Establish monitoring mechanisms and prepare senior-management reports on regulatory-change implementation and ongoing compliance
- Manage and maintain the global inventory of laws, rules, and regulations
- Perform quality-control checks for completeness, accuracy, duplicates, and system alignment; document exceptions and remediation
- Maintain and reconcile regulatory inventory records, including jurisdictions, issuing bodies, citations, effective dates, applicability, ownership, and metadata
- Create, review, bundle, and reassess regulatory content and inventory groupings
- Use GenAI tools to bundle legal authority into precise requirements
- Partner with Internal Counsel to finalize draft bundle summaries
- Collaborate with Legal, Compliance, and third-party vendor teams
- Develop metrics and reporting on inventory status, legal requirements, regulatory gaps, and implementation progress
- Bachelor’s degree, with a preference in Law, Compliance, Business, or a related field required
- 3+ years of compliance, legal or related field experience required, including legal reading/writing experience
- Basic knowledge of regulatory frameworks applicable to global financial services and payment institutions
- Strong written and verbal communication, including presentation skills, with the ability to convey complex regulatory information to colleagues
- Experience with banking products or similar
- Experience with Microsoft Office products including Excel, PowerPoint, and Share Point
- Relevant professional certifications or certificates preferred (e.g., Certified Regulatory Compliance Manager (CRCM))
- Strong analytical and logical reasoning skills
- Experience in a large, complex financial institution preferred
- Experience with legal inventory management preferred
- Ability to use data analysis, process knowledge, and risk/control knowledge to solve complex problems
- Excellent storytelling and visualization skills
- Ability to navigate ambiguity and manage multiple conflicting priorities under tight time frames
- Experience supporting risk exam management processes and/or project management is a plus
- Experience assessing risks and controls
- Strong project management and organizational skills
- Proficiency with compliance systems, regulatory change management platforms, and tools such as CUBE, Service Now, and other GRC tools preferred
- Employment eligibility to work with American Express in the United States is required; visa sponsorship will not be pursued
Demonstrates expertise in regulatory change management, including the ability to analyze and summarize laws, rules, and regulations while collaborating with legal and compliance teams. Proficient in using GRC tools and managing regulatory inventories to ensure compliance within the financial services sector.
