About the City

The Intergovernmental Program coordinates the legislative and external activities and programs of the City of Glendale. We carry out the state and federal legislative agenda adopted by the City Council, research and review state and federal legislation impacting the City, and protect the City’s interests in various stakeholder processes. We work to resolve City issues with external partners, develop reports and policy recommendations for City Management and City Council, and staff elected officials on federal, state and regional policy committees such as MAG, RPTA, AMWUA, the Arizona League of Cities and Towns, NLC, Westmarc and others.

Role

The Intergovernmental Program Manager supports the City’s intergovernmental affairs program in coordination with the Intergovernmental Programs Director. The manager represents the City’s interests before federal, state, regional, and local agencies and officials, monitors legislative and policy activity, analyzes proposals affecting City operations, and prepares comprehensive briefing materials for elected officials and senior staff.

Responsibilities
  • Represent the City’s interests with federal, state, regional, and local entities; strengthen relationships with elected officials, agency staff, military partners, and key stakeholder groups across Arizona.
  • Research and analyze proposed federal and state legislation affecting the City; share relevant information with department directors and liaisons for review and feedback.
  • Track and monitor the status of federal and state legislation; provide reports and recommend policy or administrative positions.
  • Prepare briefing materials for the City Manager, senior leadership, Mayor, and City Council on regional, state, and national policy matters; provide in‑person briefings and accompany city leaders to related meetings.
  • Review and evaluate agendas, policy documents, and meetings of MAG, RPTA, AMWUA.
  • Attend regional functions on behalf of City leadership; participate in annual conferences with the City Council and other out‑of‑state events of significance to the City.
  • Collaborate with the Intergovernmental Programs Director and City leadership to develop policy proposals and funding requests at all levels of government; build support for City positions, conduct lobbying activities, and maintain professional networks.
  • Track, prepare, and present weekly legislative reports to the City Council and City Management; oversee the Neighborhood Legislative Link Program.
  • Prepare and/or review position statements, talking points, and scripts for City Council and City staff for legislative testimony, meetings with government officials, and media engagements.
  • Coordinate special projects at the direction of the Intergovernmental Programs Director.
  • May supervise the work of and/or provide lead direction to other professional and paraprofessional level staff.
  • Perform other related duties as assigned.
Qualifications
  • Minimum:
    Bachelor’s Degree in Public Administration, Business Management, Political Science, or a related field; three years of progressively responsible experience in government relations, municipal and/or legislative research and analysis, or comparable public‑sector experience.
  • Preferred:
    Master’s Degree in Public Administration or related field; more experience may be substituted for education.
  • Knowledge of state and federal legislative processes; regional organizations; municipal government structure; federal and state programs; elected and appointed officials; legislative issues and the City’s positions; state government protocol;
    Arizona Lobbyist Regulation Laws; community organizations; intergovernmental relations practices; public‑administration principles.
  • Ability to interpret ordinances and regulations; manage multiple assignments; analyze research findings; present information orally and in writing; establish and maintain working relationships with political officials, city officials, co‑workers, citizen groups and the general public; network with intergovernmental affairs representatives; exercise initiative and judgment.
Compensation
  • FLSA Exempt
  • A Grade 417 – annual salary between $107,937 and $161,905
