Position: Manager, Enterprise IT Applications

Overview

The Enterprise IT Applications Manager manages staff and technical projects within an assigned technical area of Applications. This position will be involved in strategic planning, financial analysis, managerial work, and overseeing technology goals and priorities in the area of assignment.

The ideal candidate will have a Bachelor's degree in Computer Science, Information Management Systems or a related field, and five (5) years of work experience related to the area of assignment including two (2) years of supervisory experience or evidence of progressively responsible management of staff or projects in information technology or its related area.

Salary

The position is FLSA exempt and will be paid a salary regardless of hours worked per week. This position is a Grade 419 with an annual salary between $119,000 and $178,500 (Effective 6/27/26).

Holiday, Vacation, and Sick Leave
  • 10.5 paid holidays per year, and full‑time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year). Increases to 6.12 hours per pay period after 5 years, then caps at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year)
Retirement
  • Participation in the Arizona State Retirement System (ASRS). Contribution is mandatory and deducted every pay period. Current contribution rate is 12.00%
Responsibilities
  • Work in conjunction with Information Technology Division Manager(s) to devise strategic and tactical solutions required to meet overall business objectives. Ensure effective operations of services in the area of assignment.
  • Carry out supervisory responsibilities in accordance with the City's policies and applicable laws, including interviewing, hiring, training, planning, assigning, directing work, appraising performance, rewarding, and providing corrective action as needed.
  • Design, plan, lead, and manage projects within the assignment area to meet project requirements and the City's defined disaster recovery objectives.
  • Recommend and plan for future needs and projects in the area of assignment.
  • Respond to complaints and escalated customer inquiries to ensure resolution; conduct research, provide solutions to problems and correct errors; ensure staff compliance with customer service goals.
  • Recommend technology solutions considering several factors including budget, business need, internal capabilities, and strategic direction.
  • Manage the deployment, monitoring, maintenance, development, upgrade, and support of information technology systems.
  • Serve as a liaison for the Innovation & Technology Department with other divisions, departments, and outside agencies. Provide consulting, instruction, direction, and technical assistance to other departments as required for the assigned technical area.
  • Ensure standards for procurement, business processes and operations are understood and followed.
  • Ensure compliance with relevant data privacy and security regulations, best practice, and City policies to safeguard the City’s infrastructure and data.
  • Ensure utilization of designated request tracking and change request software. Ensure change control is followed by staff and issues related to the area of assignment are resolved within stated Service Level Agreement (SLA) guidelines.
  • Create and maintain documentation, technical standards, procedures, and processes related to the area of responsibility. Provide training as appropriate.
  • Identify improvement opportunities, including but not limited to tools, processes, procedures, installation, configuration and troubleshooting techniques.
  • Assist with the evaluation of third‑party software and hardware to determine usefulness and compatibility with existing technology.
