Performs professional level coordination of human services programs and services in support of the Community Services Department. Priority services and programs include those that address homelessness in the City, serve other vulnerable populations, and will require development and management of innovative solutions to achieving a functional zero level of homelessness in the City and serve the needs of our most vulnerable residents.
This is a key position in the human services area and will require extensive face-to-face interactions and coordination with staff, non-profit partners, funding agencies and others.
- Researches and prepares technical reports to include creating, collecting, interpreting, analyzing and presenting relevant data and outcomes.
- Participates in the development of the City’s 5-year HUD Consolidated Plan and Annual Action Plans to identify community needs, develop goals and strategically allocate Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) funds through innovative programming that leverages other resources to achieve goals.
- Coordinates, monitors, and implements human service programs and processes including the development and use of relevant data to develop and continuously improve key performance indicators, as well as manage subrecipient and vendor contracts.
- Communicates with the public, other City employees, vendors, nonprofit providers, management, citizen advisory boards, and other government organizations.
- Evaluates human service needs in the community; plans, recommends and operates programs, and develops funding proposals to meet those needs.
- Coordinates existing program activities and new program proposals with other City departments and governmental agencies, human service providers, and private community agencies to maximize program impact and prevent duplication.
- Develops and maintains effective inter-agency working relationships and consults with governmental officials at the municipal, county, state, and federal levels and representatives of business, private and non- profit agencies, members of the faith-based community and other community stakeholders.
- Facilitates community meetings, provides training for nonprofit agencies, manages information meetings for funding applicants, and conducts workshops on issues related to human services programs.
- Prepares and produces written documents and correspondence requiring independent judgment in handling problems of format, procedure, content and context
- Responds to inquiries from other staff, management, partnering agencies, members of the public, funding agencies and others as needed.
- Attends meetings to coordinate efforts, represent the department and the city, and collect and present information.
- Conducts site visits of agencies to evaluate projects and program, provide technical assistance, and actively manage contracts.
- Prepares and submits reports to various entities, including funding agencies, elected and appointed officials, partner agencies and others. This reporting requirement includes preparation and submission of the City’s annual Consolidated Annual Performance and Evaluation Report (CAPER) to the US Department of Housing and Urban Development (HUD).
- Performs other duties as assigned.
Bachelor's degree in Social or Human Services, Business or Public Administration, Social Work, case management or a related field, and (2) two years social or human services program management. Preference will be given to applicants with direct experience with HUD reporting systems including HMIS, SAGE, and IDIS.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
