Position TitleWater Services System Technician – Stormwater
Position SummaryThe Water Services System Technician – Stormwater performs skilled and semi‑skilled construction, maintenance, and repair work on the City’s stormwater network. Duties include operating light, medium, and heavy equipment; investigating sewer odors and stoppages; hydro‑cleaning sewer and storm lines; performing scheduled maintenance; and responding to emergencies.
Responsibilities- Operate light, medium, and heavy equipment such as a 3‑ton utility truck, backhoe, combination jetter and vacuum truck, dump truck, utility crane truck, hydro‑excavation equipment, and closed circuit TV.
- Use power and hand tools to accomplish tasks.
- Explain and enforce safety rules, barricading, traffic direction, hazardous materials, and equipment operation.
- Maintain daily work records and perform data entry.
- Transport and set up supplies and equipment; perform safety checks.
- Install, test, maintain, and repair water mains, sewer mains, service valves, fire hydrants, manholes, and storm‑water facilities.
- Tap water mains, install services and water meters; test, repair, replace, and relocate existing water meters.
- Turn off/on water for scheduled maintenance and emergencies.
- Respond to high‑volume water usage complaints.
- Construct and maintain large meter vaults and manholes.
- Excavate job sites and restore them to pre‑work conditions.
- Investigate sewer odors, stoppages, and requests related to storm‑water issues.
- Hydro‑clean sewer and storm lines to remove obstacles.
- Assist with operating and maintaining closed circuit TV equipment for sewer and storm lines.
- Operate city vehicles that require a Commercial Driver’s License (CDL).
- Perform other related duties as assigned.
- Two years of construction, maintenance, and repair experience, or equivalent combination of education, training, and experience.
- Experience operating light to heavy equipment including a 3‑ton utility truck, backhoe, combination jetter and vacuum truck, dump truck, utility crane truck, hydro‑excavation equipment, and closed circuit TV. One year of related experience may substitute for one year of required education.
- Arizona Class A Commercial Driver's License with tanker endorsement required within 90 days of hire.
- ADEQ Grade 1 Wastewater Collection System Operator certification required within 12 months of hire.
- Ability to read and understand blueprints, technical diagrams, maps, and blue‑staking procedures.
- Ability to barricade work sites per the Phoenix barricade manual.
- Strong communication skills to notify residents and businesses, answer questions, and provide direction to employees and volunteers.
- Proficiency in computer data entry and report writing.
- Rules, regulations, policies, and procedures related to the assignment area.
- Materials, tools, equipment, safety hazards, and precautions common to the responsibilities.
- Confined space entry procedures.
- Blue‑stake laws and underground utility identification practices.
- Maintain a valid, unexpired Arizona Class A CDL with tanker endorsement; register with the FMCSA Drug & Alcohol Clearinghouse.
- Maintain required driver training and keep appropriate insurance and safety records.
- Subject to call‑back and standby duty; possible rotating shifts.
- Complete drug and alcohol testing prior to employment and throughout the term of employment.
- Undergo a post‑offer physical assessment;
City covers all testing costs.
FLSA non‑exempt; hourly salary range $22.64 – $33.96; overtime for hours over 40 per week. $2,000 hiring bonus paid: $1,000 after 30 days and $1,000 after 6 months. Benefits become effective after 30 days of employment and include a 2025‑2026 Benefits Guide, Benefits Presentation, and a benefits page.
Holiday and vacation: 10.5 paid holidays per year; vacation and sick leave accrue per pay period (5.33 hrs per period, increasing to 6.12 after 5 years, capped at 7.6 after 10 years). Sick leave accrues at 4.4 hrs per period.
Retirement:
Participates in the Arizona State Retirement System (ASRS) with a mandatory 12.00 % contribution deducted every pay period.
Work involves heavy digging, lifting up to 80 pounds, extensive walking, bending, standing, and crawling in trenches and water‑filled holes, and confined spaces. Work outdoors in heavy traffic, hot weather, hazardous materials, insects, and gases.
