OPEN EXAMINATION- ONE-YEAR PROBATIONARY PERIOD

Under the general direction of the Director of Community Development or Deputy Director of Community Development, this upper-management classification performs supervisory functions necessary to implement the operations of the Neighborhood Services Section, including housing code enforcement, enforcement of city codes as they relate to neighborhood improvement, health and environmental codes, licensing operations, and the community beautification and neighborhood revitalization programs.

Essential functions of the job include, but are not limited to, the following:
  • Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
  • Supervises the City's code enforcement, neighborhood revitalization, environmental services, customer service, licensing, and community outreach and education programs.
  • Plans, organizes, and directs Neighborhood Services programs. Maintains records and prepares statistical reports on program activities and financial expenditures. Plans and controls the expenditures of the Neighborhood Services Section's operational budget.
  • Trains and supervises employees in the performance of their duties. Reviews and evaluates employees' job performance, and recommends appropriate personnel action.
  • Monitors program effectiveness in reaching goals and objectives and maintains responsibility for the coordination of programs with other governmental and social service agencies.
  • Oversees all field operations and support activities, including complaint-driven code enforcement inspection programs.
  • Develops and oversees training and certification programs for Neighborhood Services code compliance staff.
  • Oversees and monitors the Section's information technology systems. Participates in technology selection and works in conjunction with Information Technology Department (ITD) staff to address software and hardware needs, purchases, and replacement.
  • Administers the Section's "Request for Service" system and makes policy decisions regarding set-up, software updates, upgrades and training.
  • Assists in developing policies, procedures, and processes for field operations related to public outreach, code compliance, and systematic inspection programs.
  • Collects, analyzes and interprets data for purposes of documentation and reports.

    Assists in the preparation of reports for presentation to department heads, the City Manager, City Council and community groups.
  • Oversees the licensing operations and recommends procedural improvements to coordinate licensing with other functions in the Department. Develops licensing code language as assigned.
  • Investigates and mediates complex code enforcement issues/complaints.
  • Represents the Department in attendance at official meetings and may appear before commissions, special groups, other agencies or legal proceedings.
  • Drives on City business.
  • Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
  • Performs other related duties as assigned or as the situation requires.
Experience

Six years of experience in the administration of a municipal code enforcement program, including experience related to public education, neighborhood revitalization, or community outreach programs.

Education/Training

Bachelor's degree in public administration, business administration, urban planning or a related field.

License(s)/Certification(s)

Valid California Class C driver's license.

Knowledge, Skills & Abilities Knowledge of:
  • California housing maintenance laws, neighborhood improvement and revitalization.
  • City of Glendale municipal codes.
  • Elements of code enforcement, zoning administration.
  • Principles and practices of municipal budget preparation.
  • Principles and practices of supervision and training.
  • Resources needed to keep programs running smoothly.
