Physical Requirements: Working conditions include all types of weather conditions including extreme heat and cold, dry, wet, muddy, and dirty areas such as sewer pump stations and manholes. Working conditions may also include working after dark to assist in an emergency, on weekends, and holidays. Work in and around raw sewage, chlorine fumes, and sewer gases.

Certification: Must have a valid driver’s license and possession of DEQ C Water and C Wastewater licenses.

Job Summary

Under the direction of the Water and Sewer Superintendent, the Distribution Crew Lead is responsible for the operation of the water and sewer distribution system, supervising a crew engaged in various types of water/sewer system maintenance, repair, and construction.

Essential Job Functions

An employee in this position may be called upon to do any or all the following essential duties:

  • Direct the distribution crew members on a project-by-project basis per the Water superintendent’s directions
  • Ensure manpower, vehicles, and equipment are safely transported to the jobsite
  • Confirm work is performed according to established safety and quality standards
  • Use sound judgment regarding public and worker safety at all time but especially when work is being performed in high traffic areas and around other utilities
  • Retrieve and input data from/into computerized systems
  • Complete work orders, safety reports, and other work-related daily reports
  • Coordinate with Water superintendent to obtain necessary parts from vendors
  • Perform related tasks as required
Knowledge, Skills, and Abilities (KSA’s) for Employment

An employee in this class must have the following knowledge, skills, and abilities upon application:

Knowledge
  • Safe working procedures and practices.
  • City codes and regulations governing water and wastewater line installation, repair and/or maintenance.
  • Procedures and techniques used in water and wastewater line operation, installation, repair, and maintenance.
  • Excavation standards in applying such standards to the work performed
  • Supervisory practices to oversee job sites and crews.
  • Machinery, tools, and heavy equipment used in the installation, repair, and maintenance of water and wastewater lines.
  • Pertinent Federal, State, and local laws, codes, and regulations.
Skills
  • Assessing collection/distribution system conditions to troubleshoot failures and make emergency repairs.
  • Following Standard Operating Procedures related to installation, repair and maintenance of water and wastewater systems.
  • Handle stress effectively without it interfering with performance.
  • Organize, set priorities, and exercise sound independent judgment within areas of responsibility.
  • Operate a computer, using word processing, spreadsheet, database software, and other standard office equipment.
  • Communicate clearly and effectively, both orally and in writing.
Abilities
  • Establish and maintain effective professional working relationships with elected officials, city manager, department heads, other employees, and the general public.
  • Identify and respond to community issues, concerns, and needs.
  • Retrieve/input data from/into computerized systems.
  • Perform basic mathematical computations.
  • Prepare clear and concise administrative and financial reports.
  • Analyze problems, identify alternative solutions, and implement recommendations.
  • Supervise a crew and to assume responsibility for the work product as well as equipment and materials used.
  • Make decisions and assume responsibility for work product.
  • Interpret and apply Federal, State, and Local policies, procedures, laws, and regulations.
