The City Engineer performs highly responsible engineering work of an administrative and technical nature directing activities of the Engineering Division. Grade 26, Steps 1-3

The employee is responsible for planning, directing, and coordinating engineering, subdivision development, and public works design and construction.

The City Engineer is the City's highest level engineering authority and will assist in the coordination of: policy implementation, development of short- and long-range goals and objectives, development and implementation of all components of the division strategic plan, the coordination of all engineering functions, overall project preparation, and the development and control of project schedules; capital improvement planning; asset management; regulatory compliance;

project administration; consultant and contractor coordination; and technical support to Public Works operations.

The City Engineer assists in projecting a broad plan for public improvement and advises the Deputy Public Works Director, Public Works Director, Deputy City Manager, City Manager, City Council, and other departments on engineering matters.

The City Engineer is expected to exercise considerable judgment and discretion in accomplishing program objectives and is held responsible for the effectiveness of division operations.

The City Engineer functions as a working manager, serving as both the City's principal engineering advisor and a hands-on project manager for infrastructure, development review, regulatory compliance, emergency response, and day-to-day public works support.

This class performs related duties as required.

Distinguishing Features

This classification has been designated as a non-classified, non-merit system; at-will position.

Work is performed under the general direction of the Deputy Public Works Director, and is reviewed through the evaluation of conferences, meetings, and reports.

This class is FLSA exempt executive.

QUALIFICATIONS

Minimum Qualifications Required

Graduation from an ABET-accredited college or university with a Bachelor's Degree in Civil Engineering. A Master's Degree in Civil Engineering, Public Administration, or a closely related field is preferred but not required.

A minimum of five years of progressively responsible civil engineering experience, including municipal public works, infrastructure, development review, or capital improvement project experience; and at least three years of project management, or consultant/contractor management experience.

Previous municipal or public agency engineering experience, experience administering capital improvement projects, and experience working with consultants and contractors are preferred.

Special Requirements

Must be registered in the state of Arizona as a Professional Engineer (P.E.) in Civil Engineering, or be licensed as a Professional Engineer in another state with the ability to obtain Arizona registration within six months of hire date and possess a valid Arizona Driver's License by hire date.

Preferred certifications include Certified Floodplain Manager (CFM) and Project Management Professional (PMP).

Substance Abuse Testing. Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug, and/or controlled substance testing as outlined in City policy and procedures.

Ability to respond to emergencies outside normal business hours may be required.

Essential Functions Communication

Communicates with the general public, other City employees, vendors, management, contractors, and public officials to provide information and give direction in the coordination of City project design and construction.

Have the ability to prepare various written documents including council reports, memos, studies, and correspondence, engineering reports, technical specifications, cost estimates, grant documentation, reimbursement requests, RFQs, RFPs, IFBs, agenda items, and project closeout documents in order to…
