Operations Manager, Program / Project Manager
Under limited supervision, assists the Director of Facilities and Land Management in planning, directing, and administering the operations of County facilities, maintenance services, custodial services, land management operations, and capital improvement projects throughout Gila County.
The Deputy Director provides executive-level leadership in the coordination and oversight of facility maintenance operations, infrastructure systems, capital improvement initiatives, and contracted service providers to ensure the safe, reliable, and efficient operation of County facilities and land assets.
This position serves as a key advisor to the Director and supports strategic planning, regulatory compliance, asset lifecycle management, and fiscal stewardship for County infrastructure and facilities programs. The Deputy Director acts on behalf of the Director in their absence and coordinates with County leadership, contractors, regulatory agencies, and community partners to support operational continuity and infrastructure reliability across a multi-site portfolio of County facilities.
SUPERVISORY RESPONSIBILITIES- Regularly assigns work to other employees and supervises related activities.
- Provides recommendations regarding hiring employees, scheduling work hours, evaluating employee performance, employee promotions and salary increases, employee disciplinary actions and employee training.
- Makes final decisions regarding employee coaching, employee grievances and managing assistants and supervisors.
- Assists the Director in planning, organization, and administration of departmental operations, including facilities maintenance, custodial services, security infrastructure, inspections, asset lifecycle management, and capital improvement activities. Integrates structured maintenance planning practices, safety controls, and compliance requirements into operational workflows and supports implementation of departmental goals, policies, and service standards consistent with County strategic objectives. Participates in development and implementation of the Capital Improvement Plan (CIP), including multi‑year infrastructure forecasting, lifecycle modeling, and asset replacement planning.
Supports strategic capital prioritization based on risk, asset condition, operational impact, and fiscal sustainability. (25%) - Provides operational leadership to supervisors, managers, and professional staff through direct and functional oversight of workforce activities, maintenance execution, and contracted services. Promotes a culture of safety, accountability, regulatory compliance, and continuous improvement while supporting workforce development, succession planning, and performance management across geographically dispersed operations. Supports Continuity of Operations (COOP) planning and coordinates infrastructure stabilization during emergencies, including flood, wildfire, utility, and wastewater events.
Ensures risk mitigation, regulatory documentation, and resilience principles are integrated into maintenance and capital programs. (20%) - Coordinates and oversees capital projects, renovations, infrastructure upgrades, and operational improvement initiatives. Ensures alignment of scope, scheduling, contractor administration, safety compliance, and budget performance. Monitors contractor accountability and adherence to contract terms, regulatory standards, and County requirements, and supports structured project planning and delivery practices across multiple facilities. (15%)
- Serves as liaison with County Departments, contractors, consultants, regulatory agencies, advisory committees, nonprofit partners, and community stakeholders. Builds and maintains collaborative partnerships, represents the department in public forums and briefings, and ensures transparent communication of operational priorities, compliance requirements, and infrastructure initiatives. (15%)
- Ensures compliance with applicable Federal, State, and local laws, codes, and occupational safety standards. Supports development, implementation, and continuous improvement of departmental policies, procedures, standard operating practices, and risk mitigation strategies. Translates regulatory requirements into practical operational controls across maintenance, construction, and contract administration functions. (15%)
- Provides operational oversight of departmental budgets within approved allocations. Assists in budget development, financial monitoring, and cost control measures while aligning maintenance planning, capital priorities, and risk management considerations with fiscal stewardship expectations. May exercise delegated authority consistent with County procurement and contract administration policies. (10%)
