Housing Services Program Coordinator – Health & Community Services – $62,501 – $78,501 Globe, AZ – Full Time
The purpose of this position is to manage, delegate, and implement assigned housing services programs and activities for lower income Gila County residents in order to keep them in safe and operational housing in our community. This position will catalyze efforts across our communities to address structural barriers and inequities such as age, poverty, rural location, ineffective policies, and systemic barriers with an emphasis on those that place underserved groups at increased risk of housing instability.
This position manages comprehensive programs and staff that provide support to residents eligible for low‑income assistance. Additionally, manages general housing services, Housing Choice Voucher programs, and the work of general contractors/providers for a variety of housing construction requirements including housing rehabilitation, home repairs, weatherization, and other needs as necessary.
Essential Duties and Responsibilities- Regularly assigns work to other employees and supervises related activities.
- Provides recommendations on employee training, promotions, employee coaching, evaluating employee performance, granting time off, scheduling work hours of employees and hiring new employees.
- Manages, plans, coordinates, and implements numerous housing services programs, projects, community outreach, housing education, and activities; monitors, evaluates, and approves housing programs; and ensures competent staffing and supplies are available.
- Manages energy conservation testing and assigns correct funding to accomplish a safe and energy efficient home for the client, all done in compliance with Federal, State, and County guidelines and regulations, as well as funding and grant requirements.
- Obtains and utilizes information gathered in the field during energy/safety audits and housing inspections to write a scope of work; ensures scope of work estimates are in line with available funding. Composes building and financial reports and submits to authorities and participates in and provides training.
- Manages and provides administrative guidance to assigned personnel; ensures compliance with division policies and procedures.
- Provides subject‑matter expertise during community events promoting and/or educating about housing services programs.
- Manages services of contract providers for variety of housing requirements and develops scope of work that complies with the program and allocates appropriate funds to each phase of a job.
- Assigns contractors for projects through bidding process and submits purchase orders and invoices for projects and mediates contractor and/or client concerns relative to work being performed. Performs initial inspections to identify housing problems and determine necessary repair/improvement requirements and assistance to be provided; retests projects to determine energy performance and health/safety issues.
- Performs other duties as assigned.
- Bachelor's degree in Human Services, Public Administration, Sociology or a closely related field; or an equivalent combination of education, training and experience.
- Five (5) years related experience or equivalent combination of education, training and experience.
- EPA Lead Worker and Firm Certification and OSHA 10‑hour training for Construction Certification.
- Must possess and maintain a valid Driver’s License.
