Department of Budget and Fiscal Services, Real Property Assessment Division, is looking for a detail-oriented individual with experience in a tax field for a Tax Clerk in Honolulu.
What You Will Do- Perform specialized clerical work in support of the real property tax program, which may include assessment and appraisal support, exemption processing, appeals coordination, delinquent tax collection, tax record research, and taxpayer services.
- Process a high volume of exemption claims and related transactions within strict statutory deadlines during peak filing periods. Work is deadline-driven and requires sustained accuracy, organization, and efficiency.
- Review and process property records and legal documents such as ownership changes, transfers, subdivisions, condominiums, trust instruments, lease agreements, agreements of sale, permits, and other recorded documents.
- Assist taxpayers with real property tax inquiries, exemptions, and appeals; prepare and maintain official notices, hearing documents, certified mail records, and organized case files and supporting evidence.
- Manage one or more active email inboxes (5–50+ messages daily) while simultaneously responding to telephone and walk-in inquiries, particularly during peak periods. The position requires the ability to prioritize tasks and shift between assignments throughout the day.

Education RequirementEquivalent to graduation from high school. Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.
Experience RequirementThree years of clerical experience, one year of which shall have been in a tax field where familiarity with tax laws, rules, regulations, and procedures was involved.
Substitution:
College education may substitute on a year-for-year basis for the general clerical experience requirement. There is no substitution for the one year of tax-related clerical experience.

Desirable Experience- Previous work experience demonstrating knowledge of real property tax laws, rules, and regulations, as well as assessment and appraisal terminology and procedures.
- Experience working in a fast-paced, deadline-driven environment where accuracy, efficiency, and productivity are essential.
- Experience reviewing and interpreting legal or recorded documents such as trust instruments, court orders, lease agreements, ownership transfer documents, and other formal records requiring careful analysis and attention to detail.
- Demonstrated ability to manage high-volume workloads, prioritize competing tasks, and respond to simultaneous email, telephone, and in-person inquiries while maintaining organized case files.
- Strong computer proficiency in a Windows-based environment, including the ability to input, edit, organize, and retrieve data using databases, spreadsheets, and word processing programs.
- Proficiency in Microsoft Word (including mail merge), Excel, and managing high-volume email correspondence is desirable.
- Familiarity with document management systems, Google Workspace (Docs and Sheets), virtual meeting platforms (e.g., Webex), internet research, and basic troubleshooting of common computer issues.
