Apex is seeking a Senior Resident Project Representative in Gloucester, MA for a five‑year plus, high‑profile municipal wastewater infrastructure project. The Construction Manager will provide oversight of construction, start‑up, and commissioning of a water pollution control facility and work closely with the Owner, contractors, and design engineers to ensure successful delivery of the project.

Your Responsibilities as a Senior Resident Project Representative:
  • Provide construction oversight and full‑time on‑site resident engineering for a wastewater treatment plant construction project.
  • Collaborate with project teams to address design issues, coordinate with contractors’ project managers on design‑ and construction‑related issues, obtain daily updates from construction management, and report issues to the Owner and engineering team.
  • Review construction drawings, specifications, and submittals, develop a detailed understanding of performance and construction requirements, and evaluate these against construction progress and quality.
  • Document field work with notes, observations, photos, and measurements; compare field implementation against drawings, specifications, submittals, and Owner requirements.
  • Mark up field drawings to identify alterations made during construction.
  • Generate project correspondence, including timely responses to contractor correspondences, to convey Owner positions and protect the Owner’s best interests.
  • Review and analyze contractors’ construction schedules for compliance with approved contract schedules and address deficiencies.
  • Coordinate and resolve field issues with Owner, consultants, contractors, designers, regulatory agencies, and the public.
  • Prepare detailed digital daily reports documenting weather, equipment, manpower, and construction activities, daily progress photos, visitor interactions, and monthly progress reports for stakeholders.
  • Assist with commissioning, testing, and start‑up of the wastewater treatment plant process systems/equipment and the facility as a whole for handover to Owner.
  • Prepare accurate record documents and all project, permit, and contract close‑out documentation.
  • Perform constructability reviews of designs.
  • Proactively identify, manage, mitigate, and solve project risks and problems.
  • Adhere to health and safety requirements.
  • Negotiate change orders, invoices, and payment applications, including coordination with the Owner; may include independent verification of pay quantities.
  • Maintain records related to base work, contingency, and field changes.
  • Develop and manage deficiency lists and lead punch‑list inspections.
  • Lead development of as‑built and record drawing deliverables.
What We're Looking For:
  • BA/BS in Civil Engineering, Mechanical Engineering, Environmental Engineering, Chemical Engineering, or related field.
  • PE license in Massachusetts or the ability to obtain one within one year; preferred.
  • Experience overseeing vertical construction projects is a plus.
  • Minimum ten (10) years of increasingly responsible, professional experience in municipal infrastructure construction, including water and wastewater treatment facilities.
  • Strong verbal and written (technical writing) communication skills; ability to communicate professionally with multiple project partners.
