Mental Health Clinician | Blackburn Center | Central City Concern
Make a lasting impact at one of Portland's most innovative programs focused on ending homelessness. The Blackburn Center brings together housing, primary care, behavioral health, substance use treatment, employment services, and recovery support under one roof, creating truly integrated, client-centered care for some of our community's most vulnerable populations. As a Mental Health Clinician, you'll join a multidisciplinary team providing trauma-informed, whole-person care to individuals experiencing complex mental health, substance use, medical, and housing challenges.
You'll conduct assessments, develop treatment plans, provide individual and group counseling, support crisis intervention efforts, and collaborate closely with medical providers, case managers, housing teams, and community partners.
This role is ideal for clinicians who are passionate about serving underserved populations, believe in harm reduction and recovery-oriented care, and want to work in an environment that values collaboration, innovation, cultural responsiveness, and continuous improvement. Whether you're a QMHP, CSWA, LCSW, LPC, or LPC-A, you'll have the opportunity to build meaningful client relationships while helping create pathways to stability, wellness, and long-term housing success.
What You'll Be Doing
- Develop collaborative treatment plans with clients and interdisciplinary care teams.
- Partner with care teams to ensure client safety and continuity of care.
- Coordinate services with healthcare providers, housing programs, community agencies, and family supports.
- Support individuals often facing the greatest barriers to care and stability.
- Promote dignity, autonomy, and self-determination in every client interaction.

Location:Blackburn Center
Schedule: Monday-Friday 7:30am-5:00pm (Saturday & Sunday off)
Salary Ranges from: $62,000- $124,000
Final comp will be determined based on relevant experience, education, credentials/licensure, and internal equity.
Must meet qualifications for:
- QMHP or QMHP-R
- LPC-A or LPC
- CSWA or LCSW
- CADC-R, at minimum, certification preferred, or the ability to obtain one within 1 year.
- Has the competencies necessary to:
- Gather histories of mental, emotional and physical disabilities, alcohol and drug use, past mental health services and criminal justice contacts
- Assess family, social and work relationships
- Conduct a mental status assessment
- Write and implement or supervise implementation of a treatment plan
- Conduct and document a mental health assessment
- Provide mental health treatment and rehabilitative services within ones scope of practice
