Construction Permitting Specialist
Location: Golden, CO
Job Type: Long-Term Contract
We are seeking a Construction Permitting Specialist to support a major infrastructure project based in Golden, CO. This role is a key member of the TCLO project team, reporting directly to the Construction Permitting Lead. The position plays a critical role from project inception through completion, with a primary focus on front‑end permitting activities while also supporting mid‑and back‑end permitting processes.
This is an excellent opportunity for a detail‑oriented professional with strong regulatory knowledge and GIS experience to contribute to complex, large‑scale projects.
Key Responsibilities Front-End Permitting & Analysis- Conduct initial desktop project reviews to define project footprint and constraints
- Verify and manage spatial data within ArcGIS Online (AGO)
- Develop the Preliminary Permit Matrix (PPM) to identify regulatory requirements
- Develop the Preliminary Land Rights Matrix (PLRM) to assess land ownership and access needs
- Research federal, state, and local permitting requirements
- Identify required permits such as CDOT utility permits, ROW permits, land use permits, Temporary Construction Access permits, and ACOE permits
- Collaborate with civil, foundation, transmission line, and restoration teams to gather project data
- Prepare and draft construction permit packages for internal review
- Submit permit applications to regulatory agencies and track approval status
- Coordinate approvals for access, road crossings, and right‑of‑way occupancy
- Maintain and update ArcGIS Online (AGO) with permitting data, status updates, and spatial information
- Attend site visits and field reviews to assess constructability and collect data
- Track changes to construction plans and support change management processes
- Support stakeholder meetings and communications with regulatory agencies and project teams
- Assist with permit closeout and documentation upon project completion
- Bachelor's degree in Environmental Science or a related natural science field and 4+ years of relevant experience OR
- Master's degree in Environmental Science or a related natural science field and 3+ years of relevant experience
- Experience performing environmental and permitting studies and preparing permit applications
- Strong analytical and problem‑solving skills
- Excellent written and verbal communication abilities
- Proficiency with Microsoft Office (Word, Excel, PowerPoint)
- Experience with ArcGIS Online (AGO) or similar GIS platforms preferred
- Valid driver's license required
- Fieldwork and site visits may be required
