POSITION PURPOSE

This position will serve as a benefits technical expert in the Accountable Business Transformation (ABT) Program with the complex operating system People Soft HCM benefits module that will be used throughout the County in multiple departments. The ABT Program is an Enterprise Resource Planning (ERP) program responsible for implementing multiple County-wide IT systems such as Oracle Financials Enterprise Business Suite (EBS), People Soft Human Capital Management (HCM) and the Cognos Operating and Capital Budgeting System across King County.

This position will consult with County agencies to refine and translate benefits functional requirements into technical specifications for the People Soft HCM benefits module. This position will conduct complex analysis and coding changes, develop customized reports and queries, troubleshoot, test and implement processes relevant to benefits functions performed County-wide.

PRIMARY JOB DUTIES INCLUDE
  • Consult with Agencies on their benefits functions and business needs and define, map and document the People Soft HCM benefits module and system requirements.
  • Consult with Agencies on their benefits functions and business needs and create or modify and implement benefits processes, procedures for the People Soft HCM benefits module and system requirements, processes, procedures and specifications.
  • Consult the Agencies on their benefits functions and identify, evaluate and prioritize system changes based on design requirements and functional specifications.
  • Conduct fit/gap analysis with all Agencies’ benefits functions and the People Soft HCM benefits module.
  • Consult with Agencies and develop testing scenarios and with testing activities for the People Soft HCM benefits module.
  • Consult with Agencies and analyze their benefits business needs and work with technical resources to develop functional design for benefits reports and other developments.
  • Analyze current Benefits business processes and facilitate transition to best practices as supported by People Soft HCM 9.0.
  • Analyze and test proposed People Soft HCM benefits module’s system interfaces, enhancements, and upgrades prior to implementation.
  • Evaluate existing and proposed benefits applications for process efficiency and systems interface possibilities with the People Soft HCM benefits module.
  • Customize or modify fields and panels for the People Soft HCM benefits module and monitor requests from Agencies for system changes and customizations.
  • Lead and collaborate with Agencies and other functional analysts in tracking and resolving People Soft HCM benefits module system problems and issues that require advanced benefits technical expertise of the People Soft HCM benefits module operating system.
  • Coordinate activities of consultants, county agency staff and project team to install, configure and maintain People Soft HCM benefits module development, testing, demonstration and training systems.
  • Create benefits business process documentation and write configuration and system data documentation for the People Soft HCM benefits module.
  • Create benefits functional demonstration scripts and conduct system functionality demonstrations. Document and work to resolve functional gaps identified during the demonstrations.
  • Investigate, troubleshoot and document complex benefits functional system problems; develop solutions for more complex and critical benefits production problems; ensure that Agency and module benefits functional problems are resolved and that the solutions are documented.
  • Develop and implement plans to assist in the MSA Legacy system data clean up and data mapping; and defining user roles, responsibilities and security related to the benefits function.
  • Other duties as assigned.
QUALIFICATIONS
  • Bachelor’s degree in business administration or related field and at least three years Benefits experience or an equivalent combination of education and experience.
  • Ability to configure People Soft tables.
  • Ability to create a People Soft query.
  • Functional knowledge of People Soft application(s):
    • Workforce Administration (Position Management and Training Administration).
