Job Description

The National Security Research Oversight Office (NSRO) enables and oversees the NLR portfolio of national security work in accordance with DOE and other governmental agency requirements. We are seeking an Alternate Special Security Officer (ASSO) who will report to the NSRO Director and support the Special Security Officer (SSO). The ASSO will initially serve as Site Security Manager (SSM) and lead on-site security operations for the construction of a SCIF.

You will act as the primary liaison between customers, construction teams, and security personnel to ensure strict ICD 705 compliance, Construction Security Plans (CSPs), and design standards. After project completion, you will assume ASSO responsibilities supporting secure facilities across the site. In collaboration with the SSO and the Office of Laboratory Protection (OLP), you will support day-to-day NSRO security operations, ensuring compliance with applicable regulations and policies.

Key Responsibilities

  • Serve as the primary on-site authority for all construction security operations and construction site access controls.
  • Supervise, train, and coordinate daily activities of Construction Surveillance Technicians (CSTs) and Access Control Specialists.
  • Review construction drawings, blueprints, and project documentation to verify adherence to approved security requirements.
  • Oversee site audits and maintain required documentation.
  • Act as a point of contact for SCIFs and related NSRO responsibilities; provide training and oversight to personnel on security protocols.
  • Establish and maintain liaison with government agencies, external customers, NREL managers, employees, and contractors to ensure compliance with National Policy.
  • Collaborate with OLP to design, implement, and refine security programs, policies, and procedures for safeguarding classified and proprietary materials.
  • Serve as a security specialist for SCIF activities including document control, PHYSEC, IA, PERSEC, OPSEC, and COMSEC.
  • Draft and maintain SOPs and Emergency Action Plans for SCIFs in coordination with OLP.
  • Support investigation of security violations, prepare reports, and recommend preventative and corrective measures.
  • Oversee receipt, processing, distribution, and tracking of classified documentation in physical and electronic forms.
  • Implement and manage visitor control procedures in compliance with security policy.
  • Collaborate with DOE/IN, DOE, OLP and NLR Research Operations to align NSRO policy with operational needs and new facility development.
  • Integrate NSRO policies with Research Operations to support requirements for new facilities and capabilities.
  • Evaluate complex SCI risks and develop mitigations.
  • Provide training and mentorship to teams unfamiliar with secure operations and policies.
  • Draft clear policies, training documents, investigative reports, and operational documents.
  • Maintain knowledge related to SCI regulations, facilities, and SCI control systems; understand SCIF construction requirements.
  • Demonstrate exceptional organizational skills with attention to detail and the ability to manage concurrent priorities.
  • Apply strong analytical skills, customer service experience, and the ability to interpret and implement complex instructions.
  • Maintain outstanding verbal and written communication skills.
  • Previous COMSEC experience.
Qualifications

Basic Qualifications: Relevant Bachelor s Degree with 9+ years of experience or equivalent; or relevant Master s Degree with 7+ years; or PhD with 4+ years; or JD with 4+ years. Requires extensive technical expertise and leadership, with the ability to develop new concepts and standards. Internal SME status and knowledge of related laws, regulations, and practices. Proficiency with relevant computer software.

Must meet educational requirements prior to employment start date.

Required Qualifications:

  • Active DOE Q, DOE TS, or other agency TS security clearance with ability to obtain SCI access (polygraph may be required). Eligibility: U.S. citizenship (with limited exceptions); 18+ years old. See DOE O 472.2A for details.
