Program Chief Engineer (PCE)
Raytheon’s Electronic Warfare Systems (EWS) is seeking a motivated Program Chief Engineer for their Advanced Systems product line. The PCE will share responsibility for engineering cost, schedule, and technical execution of the program, overseeing all technical, schedule, and financial aspects from technology maturation through sustainment. The role is onsite in Goleta, CA.
Responsibilities- Lead a product team through system and project life cycles, ensuring engineering execution across all IPTs, CPTs, and disciplines.
- Establish and manage program vision, strategy, and goals aligned with customer expectations and requirements.
- Serve as the primary technical point of contact with customer senior technical counterparts and internal leadership.
- Manage all program engineering activities, directing lead engineers to meet performance, cost, and schedule constraints.
- Leverage product design engineering experience to set strong technical baselines with disciplined change management.
- Establish and guide Digital Engineering/Model-Based strategy for the product/program.
- Lead a highly multidisciplinary team, coordinating technical supplier management, business development, and program leadership.
- Travel as needed to support Program/Customer (approximately 10%).
- Minimum degree in Science, Technology, Engineering, or Mathematics (STEM) and at least 10 years of relevant experience.
- Experience in airborne and electronic warfare systems design, use‑case development, operational analysis, integration/test, and/or system qualification.
- Prior experience as a Lead Design Engineer, Lead Systems Engineer, Integrated Product Team Lead, or similar engineering lead role.
- Must be able to obtain and maintain a U.S. Secret security clearance after start, with access to special program areas.
- Advanced degree in STEM preferred.
- Experience with factory establishment, production facilitation across multiple locations.
- Systems architecture experience.
- Experience with capture effort coordination and development of proposals to obtain funding, including work breakdown structures and cost estimation.
- Excellent communication skills with senior leadership, engineering disciplines, and external customers/stakeholders.
- Competitive salary range: $145,600 - $276,800 USD.
