Role Description

The Planning and Zoning Administrator is a full-time on-site role located in Gooding,  position is responsible for administering and enforcing county zoning, subdivision, and land use regulations, including reviewing applications, permits, and development proposals for compliance. Day-to-day tasks include preparing staff reports, presenting recommendations to planning and zoning boards and county commissioners, and providing guidance to applicants, property owners, and the public on zoning and land use requirements.

The role also involves maintaining accurate records and maps, coordinating public hearings and notices, and collaborating with other county departments and external agencies on planning initiatives. The administrator is expected to support long-range planning efforts, update ordinances and policies as needed, and respond to inquiries and concerns in a clear, professional manner.

Qualifications
  • Knowledge of land use planning, zoning principles, and community development, with the ability to interpret and apply relevant codes, ordinances, and regulations.
  • Experience preparing reports, maps, and documentation using office software and basic GIS or mapping tools, with strong attention to detail and recordkeeping skills.
  • Effective communication and customer service skills, including the ability to explain complex regulations to the public, work with diverse stakeholders, and present information in public meetings.
  • Strong organizational and time management abilities to handle multiple applications, deadlines, and projects while maintaining accuracy and consistency.
  • Problem-solving and analytical skills to evaluate land use proposals, identify potential issues, and develop practical recommendations.
  • Ability to work independently and as part of a team in a governmental or regulatory environment, exercising sound judgment and discretion.
  • Relevant education such as an associate or bachelor’s degree in planning, public administration, geography, or a related field, or equivalent combination of education and experience.
  • Familiarity with Idaho state planning and zoning laws or willingness to learn applicable statutes and local regulations; prior experience in local government is a plus.
