Job Description Summary

Performs quality assurance inspections and related activities for construction projects within the City, including developer‑related infrastructure projects and City capital improvement projects for grading, drainage, water, sewer, streets, traffic control, landscape warranty, and other related items. Reviews, approves, and documents field changes in the assigned area. Maintains proper documentation of projects throughout a two–year warranty maintenance period and conducts warranty inspections on storm drain, water, sewer, concrete, paving, sign, stripe, and landscape.

Coordinates with developers to conduct warranty final inspections, accept projects, and close out for City maintenance within the right‑of‑way.

Responsibilities
  • Inspect private developer construction projects and City contract projects to assure an acceptable quality level and compliance with Maricopa Association of Governments (MAG) specifications and standards.
  • Inspect civil engineering and public works areas including, but not limited to, sewer, water, storm‑drain, grading, drainage, street lights, utilities, pavement, and bridges.
  • Perform storm‑water prevention plan inspections, irrigation inspections, and traffic signal inspections.
  • Interpret, apply, and enforce the City’s Engineering Design Standards and policies; review and interpret construction plans; ensure compliance with federal, state, and local codes.
  • Coordinate construction activities with City departments, divisions, and outside agencies, and initiate letters of acceptance or release of certificates of occupancy when all work meets standards.
  • Co‑ordinate work sequences and schedules with contractors, private sector utilities, and City departments; issue field memos, warnings, and stop‑work orders as necessary.
  • Recommend revisions or updates to the Engineering Design Standards and Policies Manual.
  • Record as‑built information and maintain field set documents; review final as‑built plans for completeness.
  • Communicate and verify progress payment requests; calculate final quantities from contract bid schedules.
  • Prepare and maintain inspection records, reports, and project data in the city’s computerized tracking system.
  • Maintain project files, including correspondence, test results, approved plans, and compliance certificates; coordinate pre‑construction meetings and inspect finals and warranty pre‑walks.
  • Provide customer service and maintain productive working relationships; investigate complaints and recommend solutions with developers.
  • Train new inspection staff; perform plan reviews for dry‑utility installations and traffic control plans.
Qualifications
  • Formal education:
    State‑licensed high‑school diploma or GED and at least six months of college or higher education. Appropriate certification may be awarded for advanced study or training.
  • Minimum three years of experience in a related field.
  • Valid driver’s license.
  • Reading:
    Ability to read construction plans and specifications and engineering manuals.
  • Math:
    Ability to perform engineering calculations, trigonometry, algebra, geometry, and general math.
  • Writing:
    Ability to write general correspondence, memorandums, letters, and to enter and retrieve project data in the city’s tracking system.
  • Managerial:
    No supervisory responsibility; may provide advice to less experienced personnel.
  • Policy/Decision Making:
    Ability to apply and sometimes choose appropriate procedures or policies.
  • Technical

    Skills:

    Comprehensive knowledge of civil construction, materials, methods, and inspection reporting.
  • Interpersonal

    Skills:

    Ability to handle sensitive or stressful interactions with high tact.
Objectives (12‑Month)
  • Within the first month, review all chapters of the Phoenix Barricade Manual for Traffic Control and MUTCD Part 1 & 6, and city maps.
  • Within the first month, meet with supervisor to review performance objectives and the City’s Performance Appraisal Program.
  • Within the first three months, become familiar with traffic‑control policies and procedures and produce daily inspection logs.
