This position is responsible for the Transaction Privilege Tax (TPT), city collections, bankruptcies, cash deposits, legislative analysis, user fee and cost allocation development and other related activities.
The ideal candidate will be a detail-oriented and analytical finance professional with strong expertise in Transaction Privilege Tax (TPT) administration, revenue forecasting, collections management, and legislative analysis. They should possess excellent organizational skills, the ability to interpret complex financial and legal information, and a proactive approach to problem-solving.

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
Responsibilities- Coordinates all aspects of the City’s TPT program including training staff and educating the public, IGA management and City Code updates.
- Analyzes TPT records and historical data to provide input on revenue trends for the City. Identifies budget comparison trends to monitor current estimates and development of TPT forecasts. Prepares monthly TPT reports for senior management and City Council.
- Conducts and/or coordinate TPT audits with the Arizona Department of Revenue (ADOR); reviews taxpayer records for compliance; reviews City contracts and IGA's for compliance and accuracy. Monitors ADOR records and reports for accuracy of information or any anomalies.
- Coordinates, monitors, forecasts and prepares tracking and payments for development agreements, including repayment programs, public improvement reimbursements, land use development agreements and incentives. Responds to inquiries regarding related to contract obligations, renewals or revisions.
- Oversees scheduling and coordination of internal and third-party collection activities for outstanding balances owed to the City, including utility accounts; manages the collection and documentation of payments and bankruptcies; provides information and assistance to customers and authorized third-party collection agencies regarding delinquent accounts; and ensures the accuracy of account records and the effectiveness of revenue recovery efforts.
- Researches, analyzes and interprets billing and collections information; compiles financial and statistical records of billing and consumption totals; prepares a variety of operational and activity reports; and submits to customers, third-party collection agencies, and management as needed.
- Balances daily cash receipts for monies received and prepares daily recap. Works with departments to correct any variances in deposits.
- Participates in Legislative conference calls related to state budget and other topics. Analyzes impacts to City finances.
- Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
