Required Certification(s): IAT Level II certification (e.g., CompTIA Security+, CySa+, ISC2; SSCP, EC-Council CND, Cisco CCNA Security, GIAC GSEC).

Job Description Summary

Seeking a highly skilled and innovative Test & Evaluation (T&E) Analyst to support critical national-level defense programs. The ideal candidate will have a strong background in developing test strategies and evaluating the Operational Effectiveness, Suitability, and Survivability (OESS) of National Security Systems. This role is pivotal in assessing secure enterprise key management systems and ensuring their resilience in a contested environment, while also integrating cyber survivability principles into all test activities.

You will be responsible for end-to-end test planning, execution, analysis, and reporting. Candidates must already possess and maintain an active Top Secret clearance with the ability to obtain an SCI clearance and pass a polygraph.

Key Responsibilities T&E Planning & Cyber Integration
  • Develop, update, and manage the core T&E framework for national security programs, including the Analysis Structure (AS), Data Source Matrix (DSM), and the Evaluation Framework (EF).
  • Author comprehensive OT&E documentation, including Test Plans, Test Concept Briefs (TCB), and materials for Operational Test Readiness Reviews (OTRR).
  • Define and refine Critical Operational Issues (COIs), Measures of Effectiveness (MOE), and Measures of Performance (MOPs) to ensure thorough evaluation of system capabilities.
  • In partnership with cyber and technical teams, ensure cyber survivability requirements and attack vectors are integrated into operational test scenarios, scripts, and evaluation frameworks.
  • Coordinate with specialized cyber assessment teams to develop and refine Rules of Engagement (RoE) and the scope of systems taking part in cyber survivability testing.
Test Execution & Data Management
  • Lead and conduct data collection for OT&E events, with a primary focus on enterprise cryptographic infrastructure and secure communications systems.
  • Support the planning and execution of cyber survivability T&E events, including observing Cyber Tabletop (CTT) Exercises, Cooperative Vulnerability Penetration Assessments (CVPAs), and Adversarial Assessments (AAs) conducted in conjunction with operational tests.
  • Analyze data from test events and automated scans to identify system vulnerabilities and determine the operational impact of findings.
  • Manage test data integrity, lead Data Authentication Group (DAG) sessions, and troubleshoot database issues to ensure accurate reporting.
Reporting & Program Collaboration
  • Author and present critical T&E deliverables, including Quick Look Reports (QLR), Final Test Reports, and executive-level briefings for senior leadership and stakeholders.
  • Actively participate in and contribute to teleconferences, meetings, and working groups, providing detailed meeting minutes and tracking action items.
  • Draft administrative reports, including Monthly Status Reports (MSRs) and Weekly Activity Reports (WARs), to maintain project milestones and communicate progress.
  • Serve as a collaborative liaison, coordinating with program offices, system developers, operational users, and technical administration teams to ensure test requirements and objectives are met.
