Job Description Summary

Supervises and leads the staff of the Infrastructure Division to ensure the efficient functioning, security, reliability, and recoverability of the city's voice and data networks, datacenter, storage, mobile, desktop computer, and server systems. Performs research and provides decisions or recommendations regarding the implementation of new desktop, mobile, storage, server, datacenter, network, and telecommunication systems or enhancements that have potential to improve efficiencies and effectiveness of city services.

Contributes to the creation and implementation of department operational and strategic plans. Ensures that the city's IT disaster recovery plan is effective and current.

Essential Functions
  • Leads, plans, organizes, and directs the activities of the Security & Infrastructure Division of the ITS Department.
  • Supervises the work of Security & Infrastructure Services staff by facilitating and tracking project status; identifying problems and issues; allocating appropriate resources; ensuring that projects are completed on time and meet quality standards; ensures technical support services are completed on schedule and at the highest levels of quality. Assists staff in the delivery of Security and Infrastructure Services as necessary and appropriate.
  • Manages Security & Infrastructure Services projects. Responsible for overseeing the successful completion of all assigned projects within budget and established schedule.
  • Administers the Security & Infrastructure Services Division budget and assists in the preparation of the ITS operating and project budgets; forecasts additional funds needed for staffing, training, equipment, materials, and supplies; monitors and approves expenditures; and implements mid-year adjustments as necessary.
  • Approves the acquisition of computer hardware and software to ensure items are in compliance with standards and strategies supported by written documentation and oral communication. Responsible for understanding and adhering to legal licensing requirements. Conducts research and recommends hardware, operating systems, and software standards.
  • Serves as the division's Project Manager to ensure the successful completion of all assigned projects and tasks. Establishes division priorities with consultation of Director of ITS and creates project plans and timelines for assigned projects and task. Communicates regularly with customers to convey project updates. Establishes project management methodology and documentation standards for the division based on industry standards. Reports project portfolio updates and metrics to Director of ITS regularly.
  • Manages and directs the work of contractors and vendors.
  • Selects, trains, encourages, and evaluates personnel; establishes and monitors employee performance objectives; prepares and presents employee performance appraisals; provides or coordinates staff training and education; works with employees to correct deficiencies and fully develop strengths; and coaches, mentors, and implements discipline as necessary.
  • Develops, implements, and maintains security policies and procedures to be used in managing the City's Information Technology Systems environment to prevent the deliberate or accidental disclosure of data to unauthorized persons and from unauthorized modification.
