The Traffic Control Supervisor is responsible for coordinating, planning, reviewing, and approving temporary traffic control barricading plans for construction projects, city-sponsored and private special events, utility work, capital improvement projects, and other projects which require traffic barricade, closure, restrictions or detours within City rights-of-ways and easements. Incumbents will supervise inspectors assigned to traffic control permits and act as a centralized point of contact relating to the placement of temporary traffic control devices.
The ideal candidate will be an ATSSA-certified Traffic Control Supervisor with over five years of experience in the design, review, and/or inspection of barricade devices installed in public rights-of-ways, with a minimum of two years serving in a supervisor role, preferably within a municipal setting. Has the ability to review and approve temporary traffic control applications and plans and coordinate with applicants the use of the rights-of-ways for installation of traffic control devices between special events, city maintenance work, capital improvement projects, dry utility work, and private development permit projects.
Has a strong understanding of the Manual on Uniform Traffic Control Devices, the City of Phoenix Barricade Manual, traffic engineering and civil construction practices, dry utility construction practices, street maintenance work, work zone safety, and flagging principles. Has strong interpersonal skills including professional verbal and written communications. Having strong computer skills including Accela, Project Dox, GIS, and Microsoft Office software are required of this position.

- Reviews, denies and/or approves traffic barricading plans submitted by contractors, utility companies, and other City departments for construction, new subdivisions and commercial developments, underground utilities, special events, and capital improvement projects within the Public Right of Way. Administers and monitors traffic control permits to include determining fees and implementation of fines.
- Supervises traffic control plan review and civil inspector staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained and follow policies and procedures, mentoring, recommending and/or delivering training and maintaining a healthy and safe work environment, and making hiring and disciplinary recommendations.
- Updates the road restrictions dashboard on a daily basis; notify, monitor, and resolve conflicts between overlapping restrictions.
- Responds to inquiries and complaints from the general public, contractors, developers, and other City departments on traffic control.
- Regularly schedules and attends coordination meetings with Development Services, Engineering, Parks, Public Works, Police, City, and the Water Department as it relates to traffic control. Coordinates active and proposed traffic control needs with the City Clerk’s Office relating to Special Events. Coordinates traffic control restrictions and closures proposed by jurisdictions working adjacent to and/or through City rights-of-ways.
