The primary purpose of this position is to perform the full range of military personnel programs (assignments, training, compensation, benefits, ) in support of the JBCHS Transaction Service Center (TSC) for supported naval commands in the local area as well as geographically separated supported locations.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support positions, 0203 Series.
SPECIALIZEDEXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in the application of a comprehensive body of military HR policies, rules, processes and procedures related to pay and personnel management to perform a variety of interrelated military HR support work and resolve support issues and problems in one or more military HR specialties;
Knowledge of command goals and objectives as well as the systems, processes and procedures regarding the monitoring of various pay and personnel management programs and research of associated inquiries;
Knowledge of and ability in the application of various data and information systems and online military resources utilized in pay and personnel management.
EDUCATION:
Successful completion of four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

SKILLS AND ABILITIES
(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a standardized body of military personnel regulations and procedures relating to military assignments and of the format, content, and uses of the military personnel records and the procedures and requirements regarding their maintenance sufficient to process a variety of requests for personnel actions. Knowledge of basic military organizational structure, protocol, and similar matters. Knowledge of general office administrative and clerical procedures (qualified typist not required).
Knowledge of the military personnel automated system and various office automation hardware, software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and graphs. Ability to communicate effectively, orally and in writing, and maintain effective work relationships. Skill in entering and retrieving data and correcting data errors in military pay/personnel system(s).
Knowledge of a body of standardized military pay rules, regulations, laws, allowances and procedures; the data system(s) used to support military pay actions; and federal debt collection rules and regulations sufficient to interpret/analyze/apply regulations and procedures related to military claims, travel, indebtedness and pay.
EXPERIENCE:
Credit will be given for appropriate unpaid and or parttime work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEERWORK EXPERIENCE:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
