Overview

Incumbents in this position are responsible for identifying and researching current or impending water and wastewater regulatory requirements. Incumbents will also work with staff to track and ensure continued compliance, support and maintain the integrated management systems, oversee the environmental and safety auditing programs, and process and track data to support environmental and safety compliance initiatives. This position is assigned to pay grade R30.

Responsibilities
  • Monitors new, pending and changing environmental regulations and their potential impact on CFPUA; assists with developing programs to track and comply with these regulations.
  • Tracks all environmental permits, their requirements, and CFPUA’s compliance with these requirements.
  • Completes all new and renewal permit applications, including NPDES, Stormwater, Public Water Supply, Collections Systems and Air Quality permits.
  • Completes Federal, State, and Local annual reporting requirements for Stormwater, Collections System, and Air Quality permits.
  • Supports environmental and regulatory outreach to build and support CFPUA relationships and help build consumer confidence.
  • Reviews and makes recommendations on designs issued by consultants and staff to ensure compliance with all environmental regulations including public water supply, collection systems, soil and erosion control, CAMA, US Army Corp of Engineers, and stormwater.
  • Serves as liaison between Federal, State and Local environmental regulatory agencies and CFPUA concerning environmental compliance issues.
  • Assists staff preparing for and during external regulatory audits and inspections.
  • Assists with and actively supports the expansion, implementation, and maintenance of CFPUA’s management system in conformance with all applicable standards and intended outcomes.
  • Assists the Security and Environmental Manager with organizing and training audit teams to facilitate thorough audits to support CFPUA's commitment to continual improvement.
  • Maintains knowledge and skills to lead audit teams to help drive continual improvement in each area of CFPUA.
  • Assists operational staff with coordination on meeting regulatory requirements and communication as single point of contact with local agencies during emergency situations.
  • Assists with flow data and reporting requirements during routine and non-routine situations.
  • Researches and gathers data from various sources to compile and track environmental trends to support CFPUA's environmental and safety compliance.
  • Creates graphs, trend analysis, story maps, infrastructure and data maps, and other presentations using ESRI-ARC, Power BI, PowerPoint, and Publisher.
  • Participates in national, local and state programs and committees to develop relationships and partnerships with regional groups including educational institutions and local government entities to support CFPUA's activities and initiatives.
  • Serves as a member of interdepartmental teams and initiatives to gather information, develop activities, responses, monitor and track progress towards environmental and safety compliance and process improvements.
  • Performs other related job duties as assigned.

Qualifications
  • Bachelor’s degree in environmental sciences, biology, chemistry, or related coursework.
  • Two (2) years of professional experience with environmental regulations, water/sewer operations or laboratory, or management systems.
  • Associate's degree in environmental sciences, biology, chemistry, or related coursework and five (5) years of experience in lieu of bachelor
    00s degree will be considered.
  • GIS and Power BI experience is preferred.
