North Dakota Health & Human Services Finance Division is seeking a Cost Allocation and Accounting Specialist in the state of North Dakota.

As a Cost Allocation and Accounting Specialist, you will manage cost allocation, accounting, budgeting, and financial reporting activities to ensure the responsible stewardship of public funds. You will oversee cost allocation processes, develop and maintain indirect cost rates, prepare financial reports and projections, assist with budget development and the biennial budget process, and support internal and external audits.

You will partner with program administrators to manage budgets, monitor expenditures, review payments, ensure compliance with state and federal requirements, and provide financial analysis that supports informed decision-making. You will also collaborate with agency leaders to improve financial processes, maintain financial systems, and provide guidance on accounting and cost allocation best practices.

To be successful, you will have knowledge of government accounting, cost allocation methodologies, budgeting, and financial reporting. You are analytical, detail-oriented, and proficient with Excel and financial management systems such as Oracle. Strong communication skills, the ability to interpret changing regulations, manage multiple priorities, and explain financial concepts to non-financial audiences are essential. Location

This position may work remotely from within North Dakota with the ability to travel as needed for meetings.

Minimum Qualifications

You must have a bachelor's degree in accounting, finance, business administration, or a directly related field and three (3) years of relevant accounting experience, one of which in a managerial capacity. You must have experience with large scale budgeting software, as well as fluency in Quickbooks and mastery of Excel. Preference will be given to candidates with a master's degree, Certified Public Accountant (CPA) certification or other finance related credentials, and experience with People Soft Financials.

A CPA certification with a bachelor's degree in finance or business may substitute for the bachelor's degree in accounting.
