Overview
To promote and protect public health and the environment through education, surveillance, inspection, consultation, and enforcement of local and state laws, rules, and regulations in accordance with proper policies and procedures.
- Evaluate land to determine suitability for installation of on-site ground absorption wastewater systems
- Evaluate installation of on-site ground absorption wastewater systems
- Evaluate sites for location of wells
- Evaluate existing homes for verification of wastewater and water supply systems
- Collect water samples for analysis
- Complete evaluation of alternative system installations
- Investigates nuisance complaints and on-site wastewater system failures
- Attend continuing education meetings and conferences to stay updated on methods and to maintain registered environmental health specialist certification.
- Ability to motivate and educate business and property owners and the consuming public in matters related to protecting and promoting public health.
- Must be able to periodically lift heavy objects, walk over rough terrain, and maneuver in close surroundings.
- Prepare legal documents for presentation of cases to District and Superior courts and appeals before the Board of Health.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
:
Graduation from a four-year college or university with 30 semester hours of course work in the physical, biological natural, life, or health sciences and one year of experience in environmental health; or a four-year or Master Degree in environmental health from a program which is accredited by the National Environmental Health Association and one year of experience in environmental health.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS FOR A TRAINEE APPOINTMENT
:
Four-year degree with a minimum of 30 semester hours of coursework in the physical, biological natural, life, or health sciences. Currently registered as an Environmental Health Specialist or Environmental Health Specialist Intern by the North Carolina State Board of Environmental Health Specialist Examiners or eligible to be registered as an Environmental Health Specialist Intern by the North Carolina State Board of Environmental Health Specialist Examiners.
PREFERRED QUALIFICATIONS: Fluent in Spanish and English languages in both oral and written form.
NECESSARY SPECIAL QUALIFICATION/REQUIREMENTS: Registration as an Environmental Health Specialist by the N.C. State Board of Environmental Health Specialist Examiners. Completion of Orientation and Initial Internship Training and one year of experience at the Environmental Health Specialist level in a health department. Valid driver's license with driving record evaluation suitable for driving county owned vehicles.
- Ability to analyze scientific and technical information to assess environmental and public health risks.
- Ability to conduct inspections, investigations, and enforcement activities related to environmental health programs.
- Ability to educate and communicate effectively with business owners, property owners, and the public to promote compliance and public health protection.
- Ability to analyze technical reports, records, and regulatory documents.
- Ability to plan, organize, and prioritize work independently and meet deadlines.
- Ability to collaborate with regulatory agencies, community partners, and internal stakeholders.
- Proficiency in written and oral communication, including report writing and public outreach.
- Ability to use computers and web-based systems, including data management and Geographic Information Systems (GIS).
- Ability to perform fieldwork, including walking over uneven terrain, working in confined spaces, and lifting moderately heavy objects.
- Considerable knowledge of environmental laws, rules, and procedures, as well as an understanding of the concepts of public health law.
- Knowledge in microbiology, biology, chemistry, food science, epidemiology, and other physical and earth sciences.
- Considerable knowledge of communicable diseases, vector control, solid waste management, and protection of water supplies.
