Bachelor’s degree in Finance, Accounting, Business Administration, Information Technology, Management, or another field applicable to this role, and ten (10) years of progressively responsible supervisory experience in finance, business operations, or a related administrative area, preferably in a higher education, government, or comparably complex organizational setting.

Preferred: Master’s degree in Finance, Accounting, Business Administration, Information Technology, Management, or another field applicable to the areas of responsibility supervised by this position, and fifteen (15) years of progressively responsible supervisory experience in finance, business operations, or a related administrative area, preferably within a North Carolina community college or other higher education setting.

Position Summary

The Vice President of Operations/CFO serves as the College’s chief operating and financial officer, providing executive leadership and strategic direction for all business, financial, and operational functions. Reporting to the President, this position oversees Business and Finance for the College, financial operations for the Foundation, Facilities and Construction, Financial Aid, Information Services, and Auxiliary Services, and is responsible for the fiscal integrity, operational efficiency, and long-term sustainability of the institution.

As a key member of the President’s Executive Team, the Vice President of Operations/CFO advises on institutional planning, policy development, and resource allocation, and represents the College with the Board of Trustees, external auditors, state agencies, and community partners.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

• Serves as a member of the President’s Executive Cabinet, contributing to institutional strategic planning, policy development, and organizational decision-making.
• Provides executive leadership, supervision, and performance evaluation for directors and staff across all areas of responsibility.
• Represents the College with the Board of Trustees, State Board of Community Colleges, external auditors, bond counsel, banking institutions, and community partners on business and financial matters.
• Develops, recommends, and implements policies and procedures to strengthen internal controls, regulatory compliance, and operational efficiency College-wide.
• Performs other duties as assigned by the President.

Business and Finance for the College and Foundation

• Directs all College and Foundation accounting, budgeting, purchasing, and financial reporting operations, ensuring compliance with GASB, and applicable state and federal regulations.
• Develops and administers the College’s annual operating and capital budgets in collaboration with the President and Executive Team, and monitors revenue and expenditures throughout the fiscal year.
• Oversees preparation of the College’s annual financial statements and coordinates the annual external and state audits, including the Foundation’s independent audit.
• Serves as the primary financial advisor to the President and Board of Trustees, presenting financial reports, forecasts, and recommendations.
• Partners with the College Foundation’s Executive Director and Board on investment policy, endowment management, gift accounting, and stewardship of philanthropic funds.
