Minnkota Power Cooperative is seeking qualified applicants for an Environmental Specialist/Engineer (II or III) at our headquarters in Grand Forks, North Dakota.

The Environmental Specialist/Engineer independently applies knowledge and skills in multiple environmental practice areas, which may include spill prevention, control and countermeasure, the National Environmental Policy Act (NEPA), the Toxic Substances Control Act (TSCA), the Emergency Planning and Community Right-to-Know Act (EPCRA), the Clean Air Act, the Clean Water Act, the Resource Conservation and Recovery Act (RCRA), and other ancillary environmental programs as assigned.

The position is responsible for complex and varied program compliance activities, preparing regulatory reports, permitting and other duties. This position requires the skills and knowledge to engage and advise internal stakeholders on industry best practices and compliance obligations while evaluating and mitigating the environmental impacts of Minnkota’s commercial activities.

The salary range for level II begins at $95,200 per year; level III salary range begins at $106,500. Appropriate pay will be determined based on candidate's skills, education, and previous relevant experience.

Environmental Permitting and Compliance
  • Analyze and interpret environmental data
  • Complete internal and external environmental reports
  • Evaluate and correct incidences of non-compliance
  • Ensure timely and accurate routine reports to the government agencies
  • Ensure timely and accurate non‑compliance notifications to government agencies
  • Manage and mitigate compliance risks
  • Accomplish necessary environmental permitting
  • Manage assigned environmental programs
  • Ensure program requirements are met
  • Monitor and interpret program rule changes, assess impacts, and communicate recommendations using sound judgement
  • Interpret established regulations and implement regulations within environmental program area
  • Conduct regulatory analysis to assess how new policies impact the company’s compliance obligations
  • Manage all program compliance activities in accordance with permits and regulations
Project Management
  • Influence construction schedule as necessary to achieve regulatory compliance
  • Assist in procuring labor and material resources
  • Manage contractor schedule and deliverables
  • Plan, coordinate, inspect, and quality control contractor deliverables
  • Manage project records and project closeout
  • Manage coordination efforts of different departments, organizations, and vendors
  • Develop weekly reports of activities as requested

    Complete monthly capital project reports
  • Develop reports or presentations
  • Manage operating budgets of contractors
  • Participate in training and development courses
  • Prepare and present environmental training for other departments
  • Participate in department and general staff meetings
  • Perform other duties as assigned by supervisor

Qualifications
  • Bachelor's degree in environmental science (chemistry, biology, natural resources) or environmental engineering, or related field
  • Level II requires 2-4 years of related industry experience;
    Level III requires 5-7 years of related industry experience
  • Valid driver's license
