Financial Analyst
DEFINITION
This is professional grant management work identifying, submitting, overseeing and evaluating grant programs and projects for the City. Work involves responsibility for seeking and writing grant applications for new grants; coordinating and administering City-wide grants; and coordinating funding between departments and agencies. Work also involves independently maintaining a complete set of grant records; collecting and recording detailed municipal records; and preparing and analyzing fiscal reports.
Work requires independent judgment on technical problems, with procedures determined by departmental regulations or legal requirements. Work is reviewed by the Community Development Director for adherence to overall standards of performance, and is subject to periodic review.
Receives general supervision from Community Development Director. Exercises no supervision.
ESSENTIAL FUNCTIONS- Display honest, trustworthy, and ethical behavior when dealing with internal and external customers.
- Establish and maintain cooperative working relationships with city staff, governmental officials, and members of the public.
- Regular attendance that is punctual and dependable is required.
- Perform a full range of professional, administrative, and analytical duties involved in planning, organizing, managing, and directing the activities and operations of the city's comprehensive grants management program.
- Assess the funding needs and programs of city departments and recommend sources of grant funding to address those needs.
- Conduct research on potential new grant fund opportunities.
- Write letters of inquiry, budget narratives, and provide supporting documentation.
- Assess and identify components and information required to assemble successful grant applications.
- Write and coordinate grant applications for new grants; provide assistance to departments not normally or previously involved in seeking grant funding; review status of the city's current grants and current funding of special projects.
- Prepare, maintain, and present various reports related to grant activities to department management.
- Work with the Community Development Director to identify priority funding areas; analyze the adequacy of internal controls over the receipt and disbursement of grant funds.
- Utilize the city's accounting system to properly account for grant activity and to maintain other necessary records related to grants; deposit checks received from grants to proper accounts; ensure grants allow for reimbursement of indirect costs whenever possible; audit records of departments receiving federal funds.
- Assist in setting up proper accounting procedures for donations received from private citizens and foundations; coordinate grant writing activities and priorities with those of the grantor.
