Manager, Construction Engineer

Job Duties- Be the Division Head of the Construction division within the Engineering Department that oversees all aspects of construction for road and bridge projects, including technical oversight, contract administration, safety, and quality assurance.
- Manages and coaches a Division of engineers, survey crews, construction inspectors, materials inspectors and office technicians.
- Facilitates utility coordination to ensure timely utility relocations with construction projects.
- Responsible for the Division’s Quality Management System, including developing and reviewing standard operating procedures, developing training plans, identifying opportunities for improvement, and implementing improvements.
- Directs the materials lab and staff to provide sufficient materials quality assurance testing, fabrication inspections, and pre-cast inspections.
- Attends grade inspection, pre-construction and pre-production meetings.
- Directs project engineers in preparing accurate documentation of quantities of materials for contract payments.
- Handles the more difficult complaints from residents affected by road.
- Develops the Division operating budget and authorizes spending to align with division budget. Manages division activity throughout the year to stay within budget or recommend changes as necessary.
- Coordinates with RCOC departments, including Design, Right-of-Way, Highway Maintenance, and Traffic-Safety.
- Requires a daily schedule that supports RCOC hours of operation.
- Regular and predictable onsite job attendance is an essential function of this position.
- Must perform duties in a professional manner to promote a positive image of the Road Commission for Oakland County.
- A bachelor’s degree in civil or construction engineering.
- A minimum of 7 years’ experience in civil engineering and construction with thorough knowledge of construction materials, testing, and surveying.
- Experience with federal-aid projects (MDOT Local Agency Projects), MDOT Construction Manual, AASHTO Design Guidelines, and MDOT Standard Specifications for Construction.
- Must be a Professional Engineer registered to practice in the State of Michigan or able to gain registration in Michigan through reciprocity.
- Familiar with Project Wise, Field Manager and AASHTOWare software.
- MDOT Office Technician Certification, or the ability to obtain the certification within their first year.
- Must possess and maintain a valid Michigan driver’s license.
- Must be legally eligible to work in the United States and possess a valid Driver’s License.
