Coordinates the County’s Risk, Safety, and ADA programs. Works with all County departments to fulfill safety training, accident and incident reports and follow-on analysis, and OSHA requirements. Reduces the County’s risk through development of risk management plans, employee training, and incident analysis. Processes and manages claims for property, liability, and Worker’s Comp. Serves as the County’s ADA coordinator, coordinating and ensuring County-wide compliance with ADA standards.

Work is performed under the general supervision of the HR Director and is reviewed primarily through results attained.(Illustrative Only. Any single position in the classification will not necessarily involve all the listed duties below, other positions will include duties which are not listed. These duties represent the essential functions needed of persons in this classification.)

SAFETY
  • Organizes and runs the monthly Josephine County Safety Committee, coordinating with committee members, assigning safety inspections as necessary, and reporting outcomes to the HR Director.
  • Monitors and coordinates occupational safety and health programs, which includes coordinating accident prevention and safety awareness training programs within the departments (in addition to the Josephine County Committee), conducting inspections and evaluating work sites, maintaining OSHA records, submitting annual OSHA report, reviewing accident and incident reports, participating on committees, and performing other related tasks. Wears the required personal protective equipment (PPE) in accordance with policy and procedures.
  • Reports all accidents/incidents, near misses, hazardous/unsafe conditions, or other safety and health concerns immediately to the Department Head and HR Director.
  • Updates and revises the Josephine County Safety Policy Manual, reflecting all current OSHA safety standards. Ensures Departments are aware of changes and assists in updating their safety training as needed.
  • Follows all safety and health regulations as stated in department policies, Josephine County policies, and State and Federal policies, procedures, laws, and regulations.
  • Processes complex, sensitive, or confidential documents where considerable procedural knowledge is required to ensure completeness and accuracy.
  • ADA COORDINATION
  • Evaluates county-owned facilities to ensure that the facilities meet the Americans with Disabilities Act (ADA) standards, prioritizing ADA compliance needs in public right of way and County facilities. Implements and maintains the county’s transition plan, under the oversight of the HR Director.
  • Assists county departments in auditing operations from an accessibility perspective, analyzing data and ADA-related complaints, determining root causes, and recommending access solutions and improvements to Facilities and the HR Director.
  • Ensures appropriate processes are in place to resolve inquiries and complaints from County employees and the public regarding compliance with the ADA and other applicable Federal and State laws relating to disability discrimination.
  • Responds to requests for assistance, investigates complaints, and recommends solutions to violations.
  • Provides technical assistance to County departments regarding violations of ADA compliance; assists in developing accommodation solutions and processing requests.
  • RISK MANAGEMENT
  • Identifies, assesses, and mitigates potential threats to the counties operations, finances, and reputation as the Risk Coordinator by developing and implementing strategies, policies, and procedures.
  • Conducts risk assessments, creates contingency plans, ensures regulatory compliance, assists in determining insurance coverage needs, and communicates risk strategies and findings to Supervisors, Managers, Department Heads, Elected Officials, and other stakeholders.
  • HUMAN RESOURCES
