NATURE OF WORK

Responsibility for serving as the development liaison and construction manager for Public Works, supervising the Engineering Division Civil Engineering Technicians (Inspectors) and the Development Review Engineer. This position facilitates orderly growth and development of the Great Falls community by assisting private developers with projects that enhance the City and expand the tax base. Work is performed under the general direction of the City Engineer with extensive leeway for independent judgment and initiative.

ESSENTIAL

FUNCTIONS OF WORK Administrate the Review and Construction of Development Projects (40%)
  • Oversee the development review program within Public Works.
  • Collaborate with Planning and Community Development (PCD) to complete the engineering review of development projects.
  • Respond to public and internal inquiries regarding engineering policies and procedures in a courteous and timely manner.
  • Provide management and construction oversight and coordination for municipal public works projects involving future City infrastructure for development projects.
  • Review City private development plans for compliance with codes, regulations, and standards.
  • Review adequacy of applications for permits and compliance with approved plans.
  • Review and offer proposed modifications to the City’s detail drawings and the Design and Construction Standards.
  • Recommend and assist in the implementation of the Engineering Division’s goals and objectives.
  • Collect project records from design and construction and file them collectively in the “Office File” folder.
Engineering Inspection Administration (30%)
  • Establish schedules and methods for providing engineering inspections and related construction services.
  • Develop, interpret, and apply department policies, procedures, rules, and regulations pertaining to engineering inspections and related services.
  • Plan, prioritize, assign, supervise, and review the work of staff responsible for providing engineering inspections and related services.
  • Select appropriate equipment and materials for surveying and inspection work according to specifications, instructions, and established procedures.
  • Inspect and verify work in progress and completed work of employees and contractors for accuracy, proper methods, and compliance with applicable standards, specifications, and regulations.
  • Review constructed information provided by Inspectors and oversee the drafting of “As‑Built” record drawings in AutoCAD.
  • Ensure as‑built records of projects are completed and archived.
  • Answer questions from Inspectors in the field and from the public regarding the City inspection program.
Engineering Inspector Management (10%)
  • Plan, organize, and manage personnel by assigning tasks, training, reviewing work products, setting priorities, and conducting periodic performance assessments.
  • Participate in the selection of staff and coordinate staff training.
  • Conduct reviews and assessments for annual performance evaluations of personnel.
  • Counsel personnel on job performance and disciplinary matters, frequently apprising the City Engineer of staff performance.
Peripheral Duties (20%)
  • Assist the City Engineer in overseeing the Engineering Division’s surveying program.
  • Oversee the Engineering Division’s Density Testing program.
  • Assist in training other City personnel in Public Works design and construction techniques.
  • Oversee implementation of the City’s published Design and Construction Standards and recommend revisions to the City Engineer.
  • Oversee inspector personnel functions, including analysis of staffing needs and making recommendations for recruiting, hiring, training, motivating, developing, evaluating, and promoting.
  • Oversee development and revision of efficient inspection policies, workflows, and business processes, including billing, surveying, in‑house design QA, and other technical and field services.
  • Review construction logs and assist the City Engineer in compiling monthly billing of inspection efforts associated with development projects.
  • Attend meetings, conferences, workshops, training sessions, and review publications to remain current on practices and new developments in assigned work areas.
