Quality Control Foreman

The Quality Control Foreman oversees asset management, inspections, and quality control of all street maintenance, construction, snow and ice control, and contractor-performed work within the City's right-of-way. The role emphasizes safety leadership, ensures compliance with City and regulatory standards, and requires advanced technical and computer skills, including Microsoft Office. Provides technical guidance and direction to City crews while maintaining proficiency in inspections, recordkeeping, permit tracking, data analysis, and reporting.

Work is performed under the general direction of the Street Division Manager and Street Division Superintendent.

Provides daily work direction, technical guidance, and logistical support to City crews, fostering effective teamwork, adherence to best practices, and compliance with City Standard Operational Procedures.

Oversees quality control and inspections for all street construction, maintenance, pavement preservation, and snow/ice control, ensuring contractor compliance, adherence to City specifications, and safety standards.

Performs data entry for task orders, permits, warranties, and condition inspections using asset management software (e.g., Cartegraph), ensuring accurate record-keeping and reporting.

Utilizes spreadsheets, word processing, and reporting tools to track, analyze, and communicate project performance, progress, and resource requirements.

Receives and responds to customer complaints and inquiries in a professional, timely, and solution-oriented manner.

Operates a wide variety of heavy equipment with advanced skill to maintain, repair, and construct streets, including performing snow and ice control, while ensuring safety, equipment upkeep, and efficient work.

High school diploma or equivalent.

Minimum of ten (10) years of experience in street maintenance and heavy equipment operation, including at least five (5) years in a lead or advanced role.

Possession of a valid Class A Commercial Montana Driver's (CDL) license with Air Brake and Tanker endorsement or the ability to obtain one within 6 months of employment.

Must meet Federal Motor Carriers Safety Administration (FMCSA) Clearinghouse requirements.

Pavement Inspection Certification Modules 1, 5, 6, 7, and 8 within 6 months of employment.

Extensive knowledge of computers, including typing, email communication, spreadsheets, databases, word processing, and online research.

Substantial knowledge of construction and maintenance practices, materials, and snow/ice control methods.

Ability to communicate effectively both written and verbally to peers, management, and customers on a daily basis.

Supports operational requirements and sustains routine, emergent, and essential City services through proactive problem-solving, effective resource management, and strict adherence to safety practices.

Ability to provide technical guidance, dispatching, and inspection of both City staff and contractors.

Extensive knowledge of Street Overall Condition Index Score, inspections, and asset management programs (Cartegraph).

Ability to prepare accurate reports and maintain organized records.

Must have working knowledge of survey and grade setting equipment.

While not exercising formal supervisory authority, this position leads through technical expertise, providing daily direction, quality oversight, and inspection of City crews and contractors working within the City Right-of-Way.

Work is performed in an office and outdoor environment. While performing the duties of this job, the employee is exposed to cold, heat, snow, ice, wind, and rain. Employees are provided personal protective equipment and are required to follow standard operating guidelines to prevent exposure to hazards.
