Job Summary

We are looking for a County Administration Contract Manager to join the Partner Relations and Administration Division of the Policy, Communications and Administration Office. The role serves as the Department’s lead program administrator for the Member Case Integrity program and related county administration contracts supporting Medical Assistance programs, SNAP, Adult and Family Cash Assistance Programs, the Colorado Child Care Assistance Program (CCCAP), and other identified public assistance benefit programs.

Responsibilities include contract administration, program implementation, project management, stakeholder engagement, analysis, and reporting to support continuous improvement of program performance and operational excellence.

Notice: Equipment provisioning and selected onboarding tasks will take place in person at our downtown Denver office on the first day of employment.

Key Responsibilities
  • Lead the administration, oversight, and continuous improvement of the Member Case Integrity (MCI) program and related county administration contracts.
  • Serve as the Department’s lead contract administrator for the MCI contract and other assigned contracts, ensuring contractor performance, compliance, procurement, renewals, amendments, and adherence to Department, State Controller, and federal requirements.
  • Manage project planning, implementation, and ongoing operations of the MCI program, including establishing timelines, monitoring progress, identifying risks, and implementing process improvements.
  • Analyze program performance, utilization, quality, and outcome data to identify trends, evaluate effectiveness, and develop recommendations for program, policy, and operational improvements.
  • Lead program design, implementation, and continuous enhancement by coordinating with internal divisions, state agencies, contractors, and external partners.
  • Develop and implement stakeholder engagement and communication strategies to support provider onboarding, program awareness, policy updates, and effective utilization of the MCI program.
  • Build collaborative partnerships with providers, advocacy organizations, state agencies, and other stakeholders.
  • Provide strategic consultation and technical expertise to Department leadership regarding MCI program operations, contract administration, policy development, and operational decision‑making.
  • Prepare executive briefings, legislative reports, fiscal analyses, project documentation, status reports, and responses to information requests.
  • Conduct research, evaluate best practices, monitor emerging requirements, and develop recommendations to improve program performance, operational efficiency, and service delivery.
  • Ensure compliance with procurement, contract management, and program administration requirements through effective oversight and implementation of corrective actions when necessary.
  • Perform special projects, cross‑functional initiatives, and other assignments that support Division priorities, Department objectives, and continuous improvement efforts.

Minimum Qualifications

Two pathways to qualify for this position:

Experience Only

Seven (7) years of professional experience in government contract or grant administration, procurement, contract compliance, regulatory compliance, program administration, financial oversight, audit, or performance monitoring of government‑funded programs.

Education and Experience

A combination of related education in public health, business administration, finance, accounting, or a field of study related to the work assignment, and/or relevant experience in administrative and operational support, or an occupation…
