Job Summary

The Environmental Regulatory Specialist provides specialized regulatory and compliance expertise supporting the City’s Water & Sewer operations, with a primary focus on wastewater treatment, water quality, and Clean Water Act requirements. The position works closely with the Wastewater Treatment and Reclamation Facility Superintendent, Laboratory Manager, Industrial Pretreatment Manager, Water Quality & Regulatory Compliance Manager, Engineering, Operations, and other City staff.

The position supports the development, implementation, and administration of environmental compliance programs and serves as a subject matter expert on current and emerging local, state, and federal regulatory requirements. The Environmental Regulatory Specialist leads assigned Clean Water and wastewater regulatory activities, monitors regulatory developments, evaluates operational and capital impacts, and translates regulatory requirements into practical compliance strategies for City operations.

Minimum Requirements

Experience, Education, and

Skills:

• Bachelor’s degree in Environmental Science, Environmental Engineering, Chemistry, Biology, Water Resources, Natural Resources, Public Administration, or a closely related field.
• Three (3) to five (5) years of progressively responsible experience in environmental regulatory compliance, water quality, wastewater, environmental permitting, or a related field.
• Experience interpreting and applying environmental regulations, permits, and regulatory requirements.
• Experience working with regulatory agencies and preparing regulatory documentation, reports, or permit applications.
• Experience coordinating projects, programs, or regulatory compliance initiatives.

OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND

Possession of a valid driver’s license.

Preferred

• Five (5) or more years related experience in environmental regulatory compliance, water quality, wastewater, environmental permitting, or a related field.
• Experience with Clean Water Act and NPDES permitting and compliance, particularly within a municipal wastewater or utility environment.
• Experience with wastewater treatment, biosolids, air quality, pretreatment, or water-quality regulatory programs.
• Knowledge of Colorado environmental regulations and experience working with state and federal regulatory agencies.
• Experience working for a municipality, public utility, or other public-sector organization.
