Position: Evaluator - Statistical Analyst II - TERM LIMITED - 1024

Eligibility

This position is open only to current, permanent State of Colorado residents. It is a term‑limited position funded through June 30, 2027. The incumbent must be willing to resign on that date or when funding ends.

Purpose of Position

Provide evaluation services to CDPHE public health and environmental programs, including developing measurement tools, designing evaluation studies, conducting statistical and qualitative analyses, and reporting findings. The role collaborates with internal and external partners, negotiates evaluation timelines, and offers technical assistance on evaluation concepts.

Key Responsibilities
  • Develop data collection tools and manage data.
  • Analyze and interpret data.
  • Prepare written reports and oral presentations.
  • Design program evaluation studies.
  • Provide technical assistance on evaluation concepts and performance measurement.
  • Drive continuous quality improvement.
Minimum Qualifications

Required:

Six (6) years of professional experience in statistical analysis and/or evaluation.

OR

Bachelor’s degree in program evaluation, public health, sociology, anthropology, psychology, epidemiology, or a closely related field AND two (2) years of experience leading applied research and/or program evaluation projects, including planning, partner engagement, methods design, data tool development, quantitative and qualitative analysis, and reporting.

OR

Advance:
Master’s degree in a related field AND one (1) year of experience leading applied research and/or program evaluation projects as above.

Preferred Qualifications and Essential Competencies
  • Experience leading evaluations of public health prevention programs, especially in cancer and/or chronic disease.
  • Group facilitation skills to identify priorities and gain consensus among participants.
  • Knowledge of evaluation frameworks and approaches (utilization‑focused evaluation, developmental evaluation, equitable evaluation, stepwise, REACT, etc.).
  • Ability to determine appropriate research/evaluation design and document methods in a written plan.
  • Attention to detail and problem‑solving skills ensuring data accuracy.
  • Experience building and managing surveys with online platforms.
  • Knowledge of REDCap design and administration highly desired.
  • Proficiency in descriptive and inferential statistics and experience conducting analyses with SPSS, SAS, or R.
  • Knowledge of qualitative research methods and analysis of focus groups/key informant interviews.
  • Proficiency with MS Office Suite and/or Google Business Suite.
  • Experience collecting, cleaning, analyzing, and interpreting quantitative and qualitative data.
  • Ability to synthesize results from multiple data sources and develop written and oral reports with recommendations.
  • Ability to present data visually for diverse audiences.
  • Clear articulation of data complexities to varied audiences.
  • Critical thinking and creativity in solving complex challenges.
  • Initiative, self‑management, and ability to work independently within timelines.
  • Flexibility and adaptability to ambiguous projects.
  • Understanding of social determinants of health and implications for evaluation.
