Purpose of the PositionAn Occupancy Specialist supports affordable housing operations by managing waitlists, evaluating applicant eligibility, and coordinating resident services.
Essential Duties and Responsibilities- Maintain waitlists and applicant files.
- Coordinate waiting‑list updates and purge.
- Organize and maintain electronic and paper files to keep all required records.
- Review applications to determine eligibility in compliance with affordable housing programs.
- Review HQS and explain program rules and regulations to prospective residents.
- Perform applicant pre‑qualification, verifying eligibility documentation such as criminal history, eviction notices, child support payments, references, and marriage licenses of all prospective residents.
- Verify household income through employers, social agencies, and other sources for applicants.
- Notify applicants of determination in writing and explain reasons.
- Coordinate the grievance process where applicable.
- Compile and update vacancy reports of all available rental units.
- Store and file all denied applications and other necessary documentation.
- Process and evaluate tenant transfer requests, including reasonable accommodations.
- Forward all completed files of eligible applicants to the Compliance Specialist.
- Answer and respond to telephone inquiries and prepare written correspondence as needed.
- Schedule site visits as appropriate with prospective residents.
- Assure realistic and consistent efforts toward resident involvement, positive resident relations, response to expressed resident needs, and development of social, educational, religious, and recreational programs.
- Address resident relations in conjunction with on‑site manager when necessary.
- Knowledge of HUD, LIHTC, CHFA, and other affordable housing requirements.
- Solid knowledge of Fair Housing Laws and compliance with Federal, State, and Local laws.
- Demonstrated ability to function as a supportive team member.
- Strong oral and written communication skills for a diverse population.
- Bachelor’s degree in a related field and three years of related work experience, including at least one year of supervisory experience in a housing environment.
- Valid driver’s license with satisfactory driving record.
- Understanding of the service population’s cultural and socioeconomic characteristics and appropriate client‑centered techniques and practices.
- Ability to interact effectively as a team member and independently with Agency staff and a diverse client base.
- Knowledge of rules and regulations governing public housing programs and state/local affordable housing laws.
- Knowledge of Fair Housing and Americans with Disabilities Act.
- Knowledge of HUD requirements and guidelines for public housing leasing to ensure residents meet eligibility requirements.
- Two to four years of related experience and/or training, or equivalent combination of education and experience.
- On‑site management experience is preferred.
- Valid Colorado driver’s license, satisfactory driving record, and proof of insurance.
- Accredited Residential Manager (ARM) certification preferred and may be required within twelve months of employment.
