Overview
This position provides coverage in short-term, surge and on-demand situations resulting from military needs such as post-deployment events or to cover an existing assignment for counselors who are absent. Primary responsibilities include delivering personal financial counseling services to military service members and their families at military installations. Services include education and counseling, one-on-one counseling, consultation with a commander or other provider/staff, conducting briefings and presentations, and providing referral resources outside the counseling session context.
The role works closely with installation and military branch Points of Contact (POC) to ensure the program is within scope and meets installation needs.
- Provide personal financial counseling and management services directly to service members and their families.
- Assist service members in establishing a spending plan for extended absences.
- Develop and make available informational financial materials for service members and families.
- Coordinate, publicize and provide a wide variety of Personal Financial Management classes/workshops across the military lifecycle (e.g., arrival at first duty station, pre- and post-deployment, and events described in DoDI 1322.34).
- Respond to requests for age-appropriate classes or seminars.
- Utilize virtual counseling or other electronic modes of communication (web-based, secure online chat, video-based communications, secure video teleconference) as needed; virtual PFC support may be authorized by the OSD FINRED Program office.
- Manage duty-to-warn situations according to DoD protocol.
- Communicate with leadership and participate in regular supervision (individual and group), sharing trends and issues on assigned installations.
- Participate in regular in-services/training, quality improvement committees or other contract activities as assigned.
- Perform all other duties as assigned; duties listed are representative and not all-inclusive.
- Bachelor’s degree required. May consider an associate degree with 4 years of experience in lieu of a bachelor’s degree; or a high school diploma with 6 years of experience in lieu of a bachelor’s degree.
- 3+ years of financial counseling experience.
- Must be a U.S. citizen and fluent in English; bilingual in English and Spanish if required by contract.
- Ability to obtain a favorably adjudicated Tier 2 investigation.
- Ability to pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
- One of the following certifications:
Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC). - Other requirements:
Valid in-state driver license (as applicable).
- Salary Range:
Minimum $58,440 – Maximum $93,500; actual pay based on location, skills, experience, and other factors. - May be eligible for short-term incentives and a comprehensive benefits package.
