Construction & Facilities Management Office (CFMO) – Camp Murray, WA
Under the direction of the Facilities Senior Planner within the Planning & Programming Branch (PPB) of the Construction & Facilities Management Office, this position assists in all phases of planning and cost estimating for the development, acquisition, modification, and expansion of structures and related facilities for the Washington State Army National Guard (WAARNG), Emergency Management Division (EMD), and the Washington Youth Challenge Academy (WYCA).
This is a civilian position and does not require military service affiliation.

Responsibilities- Assist in the preparation and management of federal and state project funding requests, providing budget development and resourcing expertise.
- Research, analyze, and prepare facility deficiencies, scope of work, and cost estimates.
- Prepare, present, and/or distribute technical reports and information materials.
- Assist in the management of the WAARNG Facilities Master Plan: develop, coordinate, and manage facility planning and programming support.
- Assist WAARNG command staff in analyzing facility needs and developing programs and plans.
- Coordinate and consult on planned project scopes and impacts.
- Bachelor's Degree in business, public administration, construction management, engineering, architecture, planning, or a closely allied field.
- Three years of experience in governmental facilities planning work or related fields in private industry involving large‑scale facilities development at the state level.
- Additional qualifying experience may substitute for the education requirement on a year‑for‑year basis.
- Planning principles related to facility development and maintenance to make sound recommendations for sustaining, replacing, or expanding the physical plant resources required of the WMD.
- Principles and practices of construction of structures and grounds.
- Knowledge of Army systems such as PRIDE, ASIP, HQIIS, and MDI.
- Understanding of the state capital budget process and procedures for capital decision package submissions.
- Experience researching documents, websites, and interviewing personnel in developing facility plans.
- Ability to interpret and apply complex facility planning regulations and policies; developing budgets, cost estimates, and funding proposals such as state capital budget decision packages and federal DD 1390/91.
- Experience conducting technical planning studies.
- Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Teams, SharePoint).
- Strong interpersonal skills: ability to take action to meet the needs of others and to learn and grow.
- Background investigation required; must complete all required checks and obtain/maintain a Department of Defense Common Access Card.
- Defense Biometric Identification System (DBIDS) entry required; must meet all access requirements, including possession of an Enhanced Driver’s License or other REAL ‑compliant identification.
