Senior QA/QC Leader (Quality Management Systems)

About the Opportunity

Our client is seeking an experienced Senior QA/QC Leader to establish and lead the Quality Management System (QMS) for a major capital construction project. This is a strategic, owner-side leadership role focused on developing quality governance, standardized processes, and continuous improvement across the entire project lifecycle.

This is not a traditional field QA/QC or inspection position. The ideal candidate will have experience building enterprise or program-level quality systems, partnering with executive project leadership, and driving quality initiatives from design through project turnover. Owner's representative quality roles typically emphasize governance, contractor oversight, and program-wide quality management rather than daily inspection activities.

Responsibilities

• Develop, implement, and maintain a comprehensive project-wide Quality Management System (QMS).
• Establish quality governance, policies, standards, and best practices across the project.
• Drive quality consistency throughout engineering, procurement, construction, commissioning, and project turnover.
• Partner with project leadership, engineering teams, contractors, and stakeholders to embed quality into every phase of project execution.
• Evaluate contractor quality programs and ensure compliance with owner expectations and project requirements.
• Identify quality risks, process gaps, and improvement opportunities while implementing corrective actions.
• Lead continuous improvement initiatives that enhance project quality performance and organizational learning.
• Provide executive-level reporting, quality metrics, and strategic recommendations to project leadership.
• Foster a proactive culture centered on quality, accountability, and operational excellence.

Required Qualifications

• 10+ years of QA/QC or Quality Management experience supporting large-scale capital, industrial, energy, infrastructure, or mission-critical construction projects.
• Proven experience developing and implementing Quality Management Systems (QMS) at the project, program, or enterprise level.
• Demonstrated success establishing quality governance frameworks, policies, and standardized processes.
• Strong understanding of contractor oversight, project governance, and owner-side quality expectations.
• Experience leading cross-functional teams and influencing stakeholders across multiple disciplines.
• Excellent communication, leadership, and problem-solving skills.

Preferred Qualifications

• Owner's Representative or owner-side project experience.
• Data center, mission-critical, industrial, utility, or large EPC project experience.
• Experience implementing ISO-based quality management principles or similar enterprise quality systems.
• Background supporting multi-billion-dollar capital programs or large portfolio projects.
