The incumbent, an employee of the Florida Department of Health in Clay County works to protect, promote and improve the health of all people in Florida through integrated state, county, and community efforts. This a specialized professional position performing work within a participative management structure for a general Environmental Health Program. Filed work of highly technical nature is performed and accomplished independently with direct supervision by the immediate supervisor. While this not a supervisory position, the incumbent acts as the Food Hygiene and Group Care Coordinator and provides technical assistance and guidance to EH staff in a peer review fashion.
Duties are as follow:
– conducts routine and complaint inspections as required by rule. Ensures that all facilities are inspected. Reviews food hygiene applications prior to approving issuance of permits. Provides training to facility staff when requested. All program activities will be conducted as specified in EHD Manual 150-4. All field activities require travel via County or personal vehicle.
Conducts routine inspections of DOH regulated facilities in various program areas such Biomedical Waste Generators, Group Care, Limited Use Water, Swimming Pools, Migrant Labor Camps, Tattoo Establishments, Tanning, and Mobile Home Parks/RV Parks/Recreational Parks. Advises owners and/operator on corrective procedures for violations that jeopardize the health/safety of clients, residents, or tenants. Recommends approval or denial of annual State Operating Permit based on mandated inspection results.

Reviews applications for individual OSTDS to determine soil characteristics and water table elevations. Determines topographical conditions by establishing benchmarks using calibrated instrumentation. interprets technically complex soil morphology, establishes wet season water table elevations, and makes final decision on the possibility of using an individual OSTDS. Reviews wetland survey and issues specific recommendations for the proper location, construction, and maintenance of individual sewage disposal systems.
Meets with the property owners, engineer, contractors, and developers to recommend design changes and to discuss possible protection of environmentally sensitive areas. Reviews and approves the design OSTDS for residential and commercial facilities based on gallons per day of sewage flow. Performs construction and final inspections of OSTDS to determine level of compliance with permit conditions. Reviews applications and project plans submitted by developers, engineers, and governmental entities as they relate to sewage disposal systems.
