Job SummaryUnder general direction of the Director of Finance oversees the day-to-day operations of the Income Tax Division plans, organizes and implements programs and administers the operations and staff of the Division.
QualificationsBachelor's degree from an accredited four-year college or university in applicable field plus two (2) or more years’ experience in finance, income tax, accounting, auditing or other progressively responsible experience which provides the desired knowledge, skills, and abilities to perform the essential functions of the position. Certified Public accountant license preferred.
Essential Job Functions- Supervises, plans and directs the operation of the Income Tax Division (e.g., recommends and develops policies and procedures; interviews applicants; recommends hiring, discipline, and firing; leads, motivates, collaborates, empowers, coaches, trains and instructs employees; assigns and directs work; appraises and evaluates performance; addresses complaints and resolves problems; conducts orientation; prepares and conducts employee reviews; ensure efficient organization and completion of work;
approves timesheets and leave requests; and assists with hiring; etc.). - Communicates with taxpayers regarding income tax questions and related matters (e.g., communicates regarding notices; reviews tax returns with balances owed and communicates with taxpayers; prepares failure-to-file program listings and mailings; creates templates for mailing; prepares estimated tax listing and mailings; works with vendors on e-file system; updates e-file database; etc.).
- Ensures enforcement of municipal tax ordinances, rules, and regulations to promote compliance and secure timely payment of taxes from taxpayers and businesses (e.g., reviews returns and assists staff in reviewing returns for completeness and accuracy; answers taxpayer questions; consults other tax administrators on questions/issues; contract and consults with third party debt collection attorneys; assists with preparation of court cases at municipal court;
communicates with Ohio Dept. of Taxation on Municipal Income Tax Opt-in program; reviews returns filed through Muni Opt-In program for accuracy; etc.); oversees updates to tax ordinances; updates and creates new tax forms; conducts trainings for staff regarding Ohio Revised Code/Tax Ordinances; etc. - Prepares and analyzes tax revenue reports to support division operations and financial planning (e.g., runs reports; evaluates and analyzes data in reports; prepares charts; prepares year over year collection data and future estimates; creates new reports to analyze data; consults with and reports information to Finance Director on a regular basis; prepares quarterly reports to Council and Mayor; prepares monthly/year-to-date revenue comparisons;
reconciles daily deposits in tax system; etc.). - Administers and oversees the income tax software system to ensure effective operation, functionality and user support (e.g., directs consultants to update program; communicates with vendor on program issues; contacts vendor regarding requests to add program features or reports; etc.).
- Reviews and approves refund requests in accordance with applicable ordinances and established procedures (e.g., reviews auditor determination as to refund eligibility; reviews auditor calculations on refund amount; ensures that appropriate documentation supports refund request and amount; adjusts refunds to match information; sends incomplete, missing, or incorrect refund requests back to auditor for review; approves final refund requests; etc.).
