We are seeking an experienced Satellite Communications Ground Systems Project Manager to support the installation and integration of a new ground satellite system into NASA’s communications network. This role requires both technical satellite communications expertise and proven project management capabilities to ensure successful system delivery and operational integration. Core responsibilities include:
- Project Leadership and Management: Lead all aspects of ground system installation project from initiation through operational handoff, including scope definition, schedule development, resource allocation, and stakeholder coordination
- Technical Oversight: Provide technical oversight for ground system development, integration and test activities, ensuring compatibility with existing NASA network infrastructure and compliance with agency standards and requirements
- Stakeholder Coordination: Manage relationships with NASA centers, contractors, vendors, and operations teams to ensure alignment on technical requirements, schedules, and integration milestones
- Risk Management and Issue Resolution: Identify, assess, and mitigate project risks while leading rapid resolution of technical and programmatic issues that arise during installation and integration
- Configuration and Change Management: Oversee configuration control processes and manage technical changes throughout the integration lifecycle to maintain system integrity and documentation accuracy
- Quality Assurance and Acceptance: Ensure all installation and integration activities meet NASA quality standards, oversee acceptance testing, and coordinate final system validation and operational readiness reviews
- Budget and Schedule Management: Track project budget and expenditures, maintain integrated master schedules, and provide regular status reporting to senior leadership
- Transition to Operations: Support handoff activities to operational teams, including training, documentation transfer, and operational readiness certification
Minimum Education: Bachelor's degree in Electrical Engineering, Physics, Aerospace Engineering, or similar fields.

10 years of experience in a relevant industry or projects.
Certifications: Project Management Professional (PMP) is preferred.
Work Authorization: Candidate must be a U.S. citizen or Permanent Resident.
Role/Work ScheduleThis is a full-time, on-site position in Cleveland, OH or Greenbelt, MD.
Preferred Skills- Proven track record managing complex technical integration projects
- Deep understanding of satellite ground system architecture and components
- Familiarity with capabilities of NASA space communications networks (e.g., Space Relay (SR), Near Space Network (NSN), Direct to Earth (DTE), and Deep Space Network (DSN)) and/or commercial networks
- Experience with NASA network integration and operational requirements
- Knowledge of RF systems, antenna systems, and ground station equipment
- Familiarity with NASA project management processes and lifecycle reviews
- Strong leadership and team management capabilities
- Knowledge of cybersecurity requirements for NASA ground systems
- Background in government contracting and procurement processes
- Proficiency in verbal and written communication, including articulating and presenting technical topics in a clear and concise manner to peers as well as executive-level customer audiences
